Sen. Rand Paul (R-Ky.) and Dr. Anthony Fauci, Director of the National Institute of Allergy and Infectious Diseases, clashed once again on Tuesday in televised testimony before a Senate committee about the nation’s response to Covid-19. As in the past, the argument centered on any role the National Institutes of Health — which funds the institute Fauci runs — played in funding so-called “gain of function” research at the lab in Wuhan, China where some have speculated the virus may have been engineered.

Senator Paul began his allotted time referencing a Chinese research paper that he said is proof the NIH was funding such research. That paper was published in 2017 and analyzes the SARS virus that emerged in 2003. Covid-19, also known as SARS-CoV-2, was first detected in December 2019, according to the World Health Organization.

Paul then fired his opening salvo: “Dr. Fauci, as you are aware it is a crime to lie to Congress,” before asking Fauci if he would like t retract his previous denial that the NIH had funded such research.

“Senator Paul, I have never lied before congress and I do not retract that statement,” replied Fauci. “This paper that you’re referring to was judged by qualified staff up and down the chain as not being gain of function.”

It’s an accusation Paul, who is an ophthalmologist, has made before, and one that Fauci, who is an infectious disease specialist, has denied.

Paul then interrupted Fauci asking, “You take an animal virus and you increase its transmissibility to humans and you say that’s not gain of function?”

“That is correct,” answered Fauci, before unloading on Paul. “Senator Paul, you do not know what you are talking about, quite frankly, and I want to say that officially.”

“How can you say that’s not gain-of-function?” asked Paul, cutting Fauci off. “It’s a dance and you’re dancing around this because you’re trying to obscure responsibility for four million people dying around the world from a pandemic.”

“If the point that you are making is that the grant that was funded as a subaward…created SARS-COV-2, that’s where you are getting…” Fauci said, pointing at Paul before the senator cut him off again.

“We don’t know…but all the evidence is pointing that it came from the lab and there will be responsibility for those that funded the lab, including yourself,” threatened Paul.

“I totally resent the lie you are now propagating, senator,” Fauci said, adding that it is “molecularly impossible” that research funded by NIH was responsible for SARS-CoV-2.

Paul then retreated a step, saying “nobody is saying” the viruses from the Wuhan lab caused the pandemic. He said that his contention was that the lab was still conducting gain-of-function research that was funded by NIH.

“You are implying,” replied Fauci as Paul tried to interrupt again, “that we are responsible for the deaths of individuals, and if anyone’s lying here, Senator, it is you!”

    CRYSTAL LAKE, Ill. – Even President Joe Biden thought he had been ponderous.

    “I know that’s a boring speech,” the 46th president said at the end of 31 minutes and 19 seconds filled with statistics (2,374 Illinois bridges), academic studies (on-site child care increases productivity), global gross domestic product comparisons (China used to be No. 9, but is now No. 2) and predictions of 7.4% economic growth (though “the OECD thinks it could be higher,” Biden noted, referring to the not exactly electrifying Organization for Economic Cooperation and Development.)

    The president’s remarks Wednesday, delivered to a friendly and respectful crowd of supporters at McHenry County College in this Chicago suburb, even included “reconciliation,” which Biden quickly admitted was a “fancy” Washington word.

    As the president travels the country pitching his plan for spending trillions of dollars to reshape the American economy, he is facing a rhetorical reality that has long plagued many of his predecessors: There is a vast difference between explaining and inspiring, and Biden – who was recently called the “explainer in chief” by his press secretary – often struggles to reach the potential oratorical heights of the office he holds.

    Biden’s ambitions are vast and the substance of his presidency has been dramatic at times: an end to the nation’s longest war, a historic focus on equity and spending proposals bigger than anything before. He sometimes describes his agenda as a way to prove that the very concept of democracy itself can deliver for the people.

    The White House is perfectly fine with Biden’s ability to turn down the political heat in Washington after four years of chaotic governance. But like former Presidents Barack Obama, who once delivered a 17-minute answer to a health care question, and Bill Clinton, who was forced to apologize to a late night comic for a dreadful convention speech, Biden can sometimes get lost in the minutiae.

    To be sure, the details of governing are mind-numbingly tedious. But when the president starts a speech, what can seem like high-stakes drama to those inside the Washington Beltway often feels like the stuff of PBS documentaries to the rest of the country.

    “There’s a loophole in the system called stepped up basis,” Biden explained in excruciating detail Wednesday, laying out the case of a wealthy person who owes taxes on the sale of a stock. “If on the way to cash it in I get hit by a truck, God forbid, and died, it was left to my daughter, there would be no tax paid. It’s not inheritance tax. It was a tax due 10 seconds earlier!”

    If it was hard for the audience to follow – the students and faculty at McHenry sat silently most of the time – the details in Biden’s speeches often trip him up as well, leading to mumbles, stumbles, pauses and real-time corrections as he struggles through the dense material on the teleprompter.

    “We closed that loophole, and that saves us $400 billion a year – not a year – $400 billion over this period,” Biden said as he fought his way to the end of his lecture on the stepped-up basis loophole.

    The president is not always boring. His passion and empathy can show through in his remarks, often punctuated by his trademark whisper for emphasis. And sometimes, the topic is just inherently compelling, as was the case Thursday when he defended his decision to withdraw troops from Afghanistan, ending America’s longest war.

    In that speech, Biden spoke in powerful terms about the war’s place in the arc of history, declaring that “the United States cannot afford to remain tethered to policies creating a response to a world as it was 20 years ago.”

    There were few such moments in Illinois. But the president is not alone in finding it difficult to always deliver inspiring prose.

    Obama’s discursive, 17-minute answer came during a health care town hall in 2010.

    As The Washington Post reported, Obama “wandered from topic to topic, including commentary on the deficit, pay-as-you-go rules passed by Congress, Congressional Budget Office reports on Medicare waste, COBRA coverage, the Recovery Act and Federal Medical Assistance Percentages (he referred to this last item by its inside-the-Beltway name, ‘F-Map’).”

    The lengthy answer prompted Obama to apologize to the audience at the end. “Boy, that was a long answer,” he said. “I’m sorry.”

    Clinton was famous for boring speeches, too, delivering an hour-plus State of the Union address in 1994 that was the longest since one by Lyndon Johnson. And Clinton’s speech at the 1988 Democratic convention to nominate Michael Dukakis for president was so long and awful – as he later conceded – that Clinton appeared on “The Tonight Show Starring Johnny Carson” to apologize for it.

    “It just didn’t work. I mean, I know, what can I tell you?” Clinton, then the governor of Arkansas, said after Carson put an hourglass on the edge of his desk when the young politician started speaking. “My sole goal was achieved,” Clinton joked. “I wanted so badly to make sure Michael Dukakis was great, and I succeeded beyond my wildest dreams.”

    But even compared with previous presidents, Biden has a long history of being long-winded.

    He developed that skill in the Senate, where the idea of a political filibuster is not only a literal legislative tool but a political advantage for those – like Biden – who were good at talking, and talking, and talking.

    In 2006, a New York Times reporter described Biden’s interrogation of Judge Samuel A. Alito Jr. during his confirmation hearing before the Senate Judiciary Committee to be a Supreme Court justice.

    “The highest ratio of words per panelist to words per nominee was that of Senator Joseph R. Biden Jr., Democrat of Delaware, who managed to ask five questions in his 30-minute time allotment,” the reporter wrote.

    Biden, the reporter added, “dived into a soliloquy on Judge Alito’s failure to recuse himself from cases involving the Vanguard mutual fund company, which managed the judge’s investments. After 2 minutes 50 seconds – short for the senator – Mr. Biden did appear to veer toward a question, but abandoned it to cite Judge Alito’s membership in a conservative Princeton alumni group. Mr. Biden discoursed on that for a moment, then interrupted himself with an aside about his son who ‘ended up going to that other university, the University of Pennsylvania.’”

    In Washington, criticism most often comes from across the political aisle. But on the subject of Biden’s penchant for pontificating, even his closest allies have been known to notice.

    During one hearing of the Senate Foreign Relations Committee in 2005, Obama, then a young senator, grew exasperated during a lengthy monologue by Biden, then the panel’s top Democrat.

    “Shoot. Me. Now,” Obama wrote to an aide as Biden spoke.

    The tendency toward long, detailed speeches did not fade as vice president. And as a candidate for president, Biden was sometimes criticized for not putting on display the same kind of powerful performances that his rivals did.

    Nowhere was that contrast more striking than with former President Donald Trump, whose bellicose, rambling, he-could-say-anything speeches were just as long – if not longer – than Biden’s but were rarely boring in the traditional sense. (In 2016, as a candidate, Trump ejected a MAGA-hat-wearing supporter who had the temerity to stand up during a speech and declare, “This is boring!”)

    Voters, it seems, decided to choose boring over bombast. And for that, Biden and his White House advisers make no apology.

    In fact, even after acknowledging that his speech Wednesday had been less than enthralling – even to him – Biden offered another admonition to the audience in the room, and those watching on television.

    It might have been a boring speech, he said, “but it’s an important speech.”

    How Joe Biden's order on noncompetes could make it easier to quit your job

    Joe Biden has sent a clear message to businesses: Make it easier for workers to quit — or the government will do it for you.

    The president's July 9 executive order takes aim at an increasingly common and oft-criticized feature of the labor market: noncompete agreements. Under these restrictive agreements, which cover an estimated one-fifth to one-half of private-sector workers, employees give up future work in their industry as a condition of keeping their current job. 

    Now, Mr. Biden has directed the Federal Trade Commission to "curtail the unfair use" of such agreements and any others "that may unfairly limit worker mobility." 

    Those few words take aim at "one of the most powerful tools that employers have to restrict their employees and what they do after employment ends," according to attorneys for Fisher Phillips, an employer-side law firm. "This is a potential game changer for employers nationwide," they said on a recent podcast.

    The coronavirus pandemic has drawn fresh criticism for these agreements.

    "In the context of the pandemic, which caused millions of people to be laid off, it's safe to say at least a share of those workers are constrained in pursuing other opportunities during this crisis," said John Lettieri, head of the Economic Innovation Group, a think tank that advocates against noncompetes.

    Indeed, at least four employers — including an accounting firm and a real estate brokerage — have tried to enforce noncompetes against workers they've laid off, with the lawsuits making their way through the courts.

    Advocates of change hope the FTC will curb these agreements for good. Short of a ban, they point to recent state laws and a growing body of research as a guide for what they call the most urgently needed changes to restrictive work contracts.

    Here's how undoing these contracts could change workplaces almost everywhere in the coming years.

    Higher pay for hourly workers

    Low-paid workers suffer the most from restrictive work agreements, which can forbid workers like janitors, security guards, sandwich makers and phlebotomists from leaving for better pay — even though these entry-level workers are least likely to have access to trade secrets the agreements supposedly protect. 

    "When your mobility is hampered, your ability to negotiate for better conditions in your current employment is also hampered," said Rachel Arnow-Richman, a law professor at the University of Florida who has extensively studied noncompete agreements.

    About 3 in 10 workers making less than $13 an hour work for employers that require these agreements, according to research from the left-leaning Economic Policy Institute.

    In the past few years, a dozen states have moved to exclude low-paid workers from restrictive agreements. The FTC could do the same, either excluding workers who make under a certain dollar amount, or perhaps those with hourly jobs or with less education. 

    "I think no one would be surprised to see the FTC quickly support that type of limitation. The question those of us in the field have, and are waiting and watching to see, is how much further they will go beyond prohibiting these agreements with vulnerable workers," said Arnow-Richman.

    When noncompetes are banned, worker pay rises. Oregon's ban of noncompetes for hourly workers back in 2008 led hourly wages for all workers to rise between 2% and 3%, according to one study. (The improvement for workers who were actually subject to noncompetes was even greater, possibly as high as 20%, according to the study.) 

    More mobility for high-paid workers?

    Many worker advocates say the government should go further, and limit noncompetes for more than just those who are low-paid. 

    "Most people live paycheck to paycheck, even if they're not very low wage and need to be able to make a living," said Terri Gerstein, director of the state and local enforcement program at the Harvard Law School Labor and Worklife Program. 

    Gerstein noted there were other legal ways, including less restrictive contracts, that businesses could use to protect trade secrets. "To prevent someone from earning a living in their field, where they live, with any other employer than yourself, is far too harsh and too blunt an instrument for addressing it," she said.

    Washington state last year banned noncompetes for anyone earning under $100,000, or under $250,000 as an independent contractor. Hawaii took the opposite track and got rid of noncompetes for tech workers only, which resulted in a 4.2% pay bump for new hires and a 12% increase in worker mobility.

    It's also possible the administration will look beyond noncompete agreements, said John Siegal, a partner at law firm BakerHostetler and head of its Noncompete and Trade Secrets group. The wording of Mr. Biden's recent order allows the FTC to examine a slew of restrictive agreements, including: nondisclosure agreements; nonsolicitation agreements, in which employees agree not to do business with their former employer's clients; and no-poach agreements, in which businesses agree not to recruit each others' workers. 

    "If they do that, there's going to be a really comprehensive inquiry about the nature of employment, and what kinds of duties employees owe companies when they leave," Siegal said. 

    More transparent job listings

    Currently, many employees who sign noncompete agreements don't know they'll do so until they show up for their first day of work and receive a packet of paperwork from their new HR department. One study showed that around one-third of workers sign these agreements after accepting a job, and only 10% negotiate. 

    To fix this, the FTC could implement some transparency requirements. For instance, it could require employers to advertise in job listings that certain jobs will come with noncompete agreements, and that the employee can negotiate such agreements.

    "No more foisting noncompetes on people three, five, eight years into their jobs and saying, 'Now you've gotta sign this or we'll let you go,'" Siegal said. "That's a pretty heavy-handed approach."

    Some states already demand this. Illinois and Massachusetts, for instance, require a business to notify employees that they'll have to sign a noncompete, and that they have the right to consult a lawyer, at least 10 business days before signing.

    Fines — or lawsuits — for bad employers

    Some workers advocates say banning coercive contracts isn't enough, and that the FTC should penalize employers who overuse these agreements. 

    As evidence, they point to California, where noncompete agreements aren't enforced, but most workers don't know that. As a result, employers in California use these restrictive contracts just as much as employers elsewhere in the U.S., and they have their desired effect: scaring workers away from leaving for better jobs.

    "There's no disincentive for the employer to include it in the employment contract. The worst thing that would happen is a court would declare [the noncompete] void," said Harvard's Gerstein. "There needs to be a disincentive to employer overreach."

    In addition to government fines for employers who misbehave, the FTC could allow individual workers to sue if they believe a business broke the law. That's how most workplace laws — including laws governing pay and forbidding discrimination — are enforced, Gerstein noted.

    Pay after the job is over

    The FTC could also decree that if companies want to stop employees from working elsewhere, they must pay for that privilege. Massachusetts recently passed such a law, requiring employers to pay 50% of an ex-worker's salary while they're sitting out the job market. The law also excludes interns and workers under 18 from noncompetes.

    Such a provision, dubbed "garden pay," would be another cost for the employer to bear, forcing them to be more selective about when to enforce it.

    It's not just workers and their future employers who would benefit from doing away with noncompetes. Business formation— which has surged in the pandemic — could also benefit if workers weren't discouraged to pursue startups in a former employer's field.  

    "There's a very conservative free-market reason to be suspicious of how noncompetes are used: Competition is important fuel to the economy," Lettieri said. "This affects tens of millions of workers; it's not a niche agreement only for high-placed executives."

    University of Florida's Arnow-Richman agrees: "Just as we want consumers to have choice about where they market the app they develop, or whether their data is shared or not, we also want workers to have choice as to where they work and what their terms of employment are," she said. "A worker's right to find a better paid job, one that offers more opportunities, more training, is not just something that our system allows, it's the heart of what our labor market is supposed to encourage."

    Annalena Baerbock hat im ARD-Morgenmagazin die Hände auf den Tresen gelegt. Sie wirkt aufgeräumt, bevor sie über die Flutkatastrophe spricht. Im Hintergrund ist die träge Spree im Berliner Regierungsviertel zu sehen. Kein Hochwasser, keine Schlammlawine, keine Gummistiefel. Es ist einer ihrer ersten Fernsehauftritte nach der Flut. Politikberater haben der Ökopartei empfohlen, große Bilder im US-Stil zu kreieren. Baerbock im Hochwasser, die vor den Folgen der Klimakrise warnt. Es ist ja das Kernthema der Grünen.

    Doch die grüne Kanzlerkandidatin war ohne Presse und Kamera in den Hochwassergebieten. „Es ging mir darum, wirklich zuhören und auch trösten zu können. Da macht es einen Unterschied, ob Kameras laufen oder nicht“ sagte sie dem Spiegel. Keine Bilder vor zerstörten Landstrichen. Wohl auch, damit ihr niemand vorwerfen kann, dass sie bloß Punkte machen wolle. Baerbock hat als Oppositionspolitikerin keine Gestaltungsmacht, Krisen sind Zeiten der Exekutive. Und natürlich ist der noble, mehrfach betonte Verzicht der Grünen auf Bilder und Inszenierung auch eine Inszenierung.

    Die Grünen wollen einfühlsam und lösungsorientiert wirken. Und auf keinen Fall besserwisserisch daherkommen. In Baerbocks erster Stellungnahme nach der Katastrophe kam das Wort Klimakrise nicht einmal vor – während die politische Konkurrenz nicht davor zurückscheute, mehr Klimaschutz zu fordern. Die Grünen sind vorsichtig, wollen nach den Plagiatsdebatten um Baerbock bloß nichts falsch machen.

    Schnell droht ein PR-Desaster

    Wenn es an Vorsicht fehlt, passieren schnell PR-Desaster. Das zeigte der Auftritt von Unions-Kanzlerkandidat Armin Laschet. Während Bundespräsident Frank-Walter Steinmeier in Erftstadt redete, amüsierte sich der NRW-Ministerpräsident im Hintergrund köstlich und bog sich fast vor Lachen. Bei 170 Toten kein günstiges Bild. Zuvor hatte der Kanzlerkandidat der Union bei seinem ersten Besuch im Katastrophengebiet den Krisenstab in Hagen eineinhalb Stunden warten lassen. Er wollte lieber Bild-TV noch ein Exklusiv-Interview geben.

    Am Dienstag versuchte Laschet dann sein ramponiertes Image aufzubessern. An der Seite der Kanzlerin lief er durch die zerstörte Altstadt von Bad Münster­eifel. Doch eine gute Figur als Krisenmanager macht er auch da nicht. Laschet trägt glänzende Lederschuhe und ein blütenweißes Hemd – und wirkt neben den schlammverschmierten Helfern wie im falschen Film. Die krisenfeste Kanzlerin hält, in Wanderschuhen, eine knappe Ansprache, betrauert die Opfer und würdigt die überwältigende Solidarität. Das Publikum applaudiert. Laschet hingegen lobt vor allem seinen eigenen Beitrag zur Katastrophenbewältigung – der Beifall bleibt aus. Dass ein Anwohner Merkel auch auffordert, doch bitte nochmal als Kanzlerin anzutreten, so der Spiegel, komplettiert das Bild: Laschet kann es nicht.

    Dabei wäre die Flutkatastrophe eine ideale Gelegenheit gewesen, sich endlich mal als verlässlicher Macher ins Bild zu rücken. So wie Helmut Schmidt 1962. Oder Gerhard Schröder 2003. Zumal Krisenbewältigung in der Ära Merkel zur Kernkompetenz der Union geworden ist. Umso schlimmer wirken Laschets Auftritte: Kaum passiert etwas Unvorhergesehenes, stolpert der CDU-Chef durch die Szenerie.

    Auch ohne diese Flops bringt die Flut das Wahlkampfkonzept der Union kräftig durcheinander. Man wollte mit unkonkreten Wohlfühlbotschaften punkten. Doch dass alles bleiben kann wie es ist, wirkt angesichts der Katastrophe deplatziert. Laschet sagt in Bad Münstereifel darum, man müsse nun „alles gegen den Klimawandel tun“. Doch das Kostüm des entschlossenen Klimaschützers passt ihm nicht. Der Kohleausstieg, den er als seinen Erfolg verkaufen will, wurde gegen seinen Widerstand durchgesetzt. Seine Regierung behindert in NRW den weiteren Ausbau der Windenergie massiv. Klimapolitisch hat die Union bislang auf der Bremse gestanden. Und in ihrem Wahlprogramm steht zwar das Ziel, dass Deutschland bis 2045 klimaneutral sein soll. Wie, bleibt allerdings offen, denn zu allen konkreten Maßnahmen sagt die Union nein.

    „Mit dieser Katastrophe ist für alle Parteien die Ernsthaftigkeit in den Wahlkampf zurückgekehrt“, sagt der Grüne Jürgen Trittin zur taz am wochenende. „Die CDU will die oberen 10 Prozent entlasten, die FDP geht noch weiter. Vor dem Hintergrund der Investitionen, die auf uns zukommen, ist das völlig unseriös.“

    Trittin war bei der Hochwasserkatastrophe 2002 Bundesumweltminister. Er weiß, welche Konflikte es geben wird. 2005 hatte Rot-Grün per Gesetz ein weitgehendes Bauverbot für Gegenden verfügt, die einmal in 100 Jahren von Hochwassern heimgesucht werden. Die Karte der Überschwemmungsgebiete müsste nun neu gezeichnet werden, was zu Konflikten führen könne, denn manche Häuser, die weggespült wurden, „werden nicht wieder aufgebaut werden, weil wir mehr Überschwemmungsflächen brauchen“, so Trittins Prognose. Um ähnliche Katastrophen zu vermeiden, müsse man mehr gegen die globale Erhitzung und für Klimaanpassung tun. Und das kostet.

    Die Idee der Grünen: Die Kommunen brauchen Risiko- und Klimaanpassungspläne. Das Geld dafür soll aus einem vom Bund finanzierten Vorsorgefonds kommen. Die Pläne reichen vom Umbau der Kanalisation bis zur digitalen Überwachung von Pegelständen bei Bächen. Klar ist, dass die Städte hochwassertauglicher werden müssen und die zunehmende Flächenversiegelung gestoppt werden muss.

    Auch SPD-Vize Kevin Kühnert ist überzeugt, dass die Flut neue Antworten erfordert – und plädiert für einen Fonds, um unvermeidliche Schäden zu kompensieren. „Wenn die Ahr acht Meter Hochwasser führt, dann ist das eine Größenordnung, gegen die konventionelle Schutzmaßnahmen kaum mehr helfen. Wenn es mehr Katastrophen gibt, werden wir von Härtefallfonds zu institutionalisierten Infrastrukturfonds übergehen müssen“, so Kühnert. Auch die Union findet, dass etwas geschehen muss. So fordert Laschet in Bad Münstereifel: „Wir müssen Vorsorge treffen für all diese Starkwetterkrisen und -katastrophen“. Doch was das konkret heißen soll, bleibt mal wieder unklar.

    Olaf Scholz stapft am Sonntagnachmittag mit Regenjacke, Jeans und Wanderschuhen eine verdreckte Straße hinauf. In Schönau bei Berchtesgaden hat eine Schlammlawine Häuser weggerissen. Scholz besichtigt mit Bayerns CSU-Ministerpräsident Markus Söder die Schäden. Eine Frau, deren Haus durch die Katastrophe verschwunden ist, weint und scheint nahe am Nervenzusammenbruch. Söder legt die Hand auf ihre Schulter und sagt „Wir lassen Sie nicht allein“. Scholz steht etwas ratlos daneben und kündigt rasche Hilfe an. „Das ganze Land muss helfen“, sagt er später in die Kameras.

    Scholz war zweimal an Orten der Katastrophe. In Bayern und mit SPD-Ministerpräsidentin Malu Dreyer in Ahrweiler. Am Mittwoch sitzt er neben Horst Seehofer in der Bundespressekonferenz und sagt: „Vor Ort zu sein ist anders als nur die Bilder im TV zu sehen“. Der Bund hat 200 Millionen Euro Soforthilfe zu Verfügung gestellt. „Aber wenn es mehr wird, dann ist das so“, so der SPD-Kanzlerkandidat und Finanzminister. Betroffene trösten ist nicht sein Metier, Geld locker machen und unbürokratisch Hilfe versprechen schon eher. „Wir tun, was nötig ist“, sagt Scholz, der sonst oft zu unübersichtlichen Sätzen mit Substantivierungen neigt. Er will als solider Macher wahrgenommen werden.

    Kevin Kühnert früher mal Scholz' Gegenspieler in der Partei, lobt die Performance des Kandidaten – was sonst. „Scholz ist dezent und der Lage angemessen aufgetreten.“ Auch SPD-Chef Norbert Walter-Borjans findet, dass „Scholz ausstrahlt, dass er es ernst meint.“ Aber müssen Politiker eigentlich unbedingt bei den Aufräumarbeiten dabei sein? „Sie müssen keine Schippe in die Hand nehmen. Ihr Job ist es, als Repräsentanten des Staates Solidarität zum Ausdruck zu bringen“, so Kühnert recht staatstragend zur taz am wochenende.

    Die Grünen sind auffällig vorsichtig mit Laschets Lacher-Auftritt umgegangen. Wohl um den künftigen Koalitionspartner nicht zu provozieren. Die SPD hingegen hat kräftig ausgeholt. Walter-Borjans hält Laschet für „oberflächlich“. Die Szene in Erftstadt, so der SPD-Chef, habe dessen „Charakterschwächen deutlich“ gemacht. Auch Kühnert kritisiert, der CDU-Chef müsse doch wissen „wie soziale Medien funktionieren und sich unter Kontrolle haben“. Die Botschaft der SPD ist klar: Scholz hat sich unter Kontrolle und tut das Nötige. Laschet, unstet und überfordert, ist da die Kontrastfolie.

    Für die SPD ist die Flut eine Gelegenheit. Baerbock ist noch immer angeschlagen, Laschet blamiert. Nur Scholz ist immer Scholz. Verlässlich, langweilig, mittig. Die Fortsetzung von Merkel, wenn auch nicht so nett. Die SPD kam in den Plänen, wie es nach dem 26. September weitergeht, kaum noch vor. Vielleicht hat sie jetzt doch wieder eine Chance mitzuspielen. Es ist ihre letzte.

    ROMA. Il Consiglio dei ministri ha dato il via libera poco fa al nuovo decreto legge Covid. Il Cdm ha dato anche l'autorizzazione della fiducia sulla riforma della giustizia

    "L'economia va bene, si sta riprendendo e l'Italia cresce a un ritmo anche superiore a quello di altri Paesi europei. La variante Delta è anche più minacciosa di altre varianti", ha detto il premier, Mario Draghi, in conferenza stampa.

    Gli italiani si vaccinino, devono proteggere se stessi e le loro famiglie, è l'appello di Draghi il quale ha chiarito che il green pass non è un arbitrio ma una condizione per non chiudere le attività produttive. "Ad oggi abbiamo inoculato 105 dosi ogni 100 abitanti, come la Germania, più di Francia e Usa", ha detto ancora Mario Draghi: "L'estate è già serena e vogliamo che rimanga tale - ha spiegato il presidente del consiglio -. Il Green pass è una misura con i quali i cittadini possono continuare a svolgere attività con la garanzia di ritrovarsi tra persone che non sono contagiose. E' una misura che dà serenità, non che toglie serenità"

    "Senza vaccinazione si deve chiudere tutto, di nuovo", ha insistito il premier: "Appello a non vaccinarsi è un appello a morire". Draghi ha detto anche che c'è un "accordo pieno a risarcire le discoteche, ne abbiamo doscusso in consiglio dei ministri'

    Rispondendo ad una domanda sul green pass per i luoghi di lavoro, Draghi ha risposto: "Sono due punti che suonano come una non risposta, ci stiamo pensando. E' questione complessa e da discutere con i sindacati".

    "Abbiamo deciso in accordo con le regioni che il tasso di ospedalizzazione sia il driver per il cambio dei colori nelle regioni", ha detto invece il ministro della salute Roberto Speranza nel corso della conferenza stampa.

    "Per tutto il governo - ha detto ancora Speranza - la scuola è una priorità assoluta e faremo ogni sforzo per consentire una riapertura in piena sicurezza è in presenza. Ma non vorrei che passi un messaggio che negli insegnanti c'è sfiducia perché l'85% si e' vaccinato c'è un 15% da recuperare e credo che dobbiamo valutare tutti gli strumenti potenziali per recuperare questo 15%".

    LE MISURE DEL DECRETO

    Lo stato d'emergenza per il Covid sarà prorogato fino al 31 dicembre 2021. Il Green pass dal 6 agosto servirà per accedere ai tavoli al chiuso di bar e ristoranti.

    Il certificato verde - spiegano fonti governative - non sarà invece necessario per consumare al bancone, anche se al chiuso.

    Terapie intensive al 20% e al 30% per le aree mediche per diventare arancioni e rispettivamente al 30 e al 40% per entrare in zona rossa. Sono questi i parametri per il cambio di colore delle regioni messi a punto in Cabina di regia

    Le discoteche resteranno chiuse. Lo ha deciso la cabina di regia che si è riunita a Palazzo Chigi. Nessun accesso, dunque, neanche per i possessori di Green pass. La Lega in cabina di regia avrebbe insistito per l'apertura, con nuove regole.

    Arriva anche l'obbligo di Green pass per cinema e teatri, ma aumenta il numero di spettatori ammessi ad assistervi, sia al chiuso che all'aperto. E' quanto si apprende da fonti di governo sulle misure del nuovo decreto legge Covid. In zona gialla si entrerà a cinema e teatro con Green pass, mascherina e distanziamento, ma gli spettatori potranno salire all'aperto dagli attuali 1000 fino a un massimo di 2500 e al chiuso da 500 a 1000. Mentre in zona bianca, dove ora sono fissati limiti di capienza, viene fissato un tetto all'aperto di 5000 persone e al chiuso di 2500 persone.

    La giornata del governo

    Spingere ancora più in alto la curva delle persone immunizzate in Italia, che "devono proteggere se stesse e le loro famiglie", ma anche continuare a dare "serenità a questa estate" con il green pass, che "non è un arbitrio ma una condizione per non chiudere le attività produttive. Il premier Mario Draghi lancia le nuove applicazioni del certificato verde - dai ristoranti alle palestre - previste nel decreto presentato in queste ore. E ripete il suo appello sulle vaccinazioni, senza le quali "si deve chiudere tutto, di nuovo".

    Parole a cui segue anche un duro monito nei confronti di scettici e no vax: "l'appello a non vaccinarsi è un appello a morire", dice. Restano dei nodi, come la ripresa della scuola in presenza, i trasporti e l'utilizzo del lasciapassare anche per l'accesso ai luoghi di lavoro: "Ci stiamo pensando - spiega -. E' una questione complessa e da discutere con i sindacati". E su quella di far rientrare in presenza i dipendenti della pubblica amministrazione, aggiunge: "la sta affrontando Brunetta, ma farà parte dell'area del lavoro che non abbiamo ancora toccato".

    Intanto l'obbligo del green pass per l'accesso a diverse attività entra nel decreto, ma la sua introduzione è posticipata di due settimane proprio per dare il tempo necessario di uniformarsi alle regole: entrerà in vigore il 6 agosto con tamponi a costo calmierato per le famiglie e per chi non può vaccinarsi. Il certificato verde - valido già solo con una dose o con test negativo entro le 48 ore - sarà necessario per ristoranti al chiuso, spettacoli all'aperto, centri termali, piscine, palestre, fiere, congressi e concorsi. Servirà anche nei bar ma non per consumare al bancone, anche se al chiuso.

    Non ripartiranno le discoteche, con i gestori ora nuovamente in protesta. Ma, è stato annunciato, arriveranno 20 milioni per le attività chiuse causa Covid, fondi che andranno in particolare proprio alle discoteche: sul provvedimento - ha garantito Draghi - c'è accordo pieno in Cdm.

    Definite anche le soglie massime di ospedalizzazione che determineranno, più dell'incidenza, l'assegnazione dei colori alle regioni: sotto il 10% di occupazione dei posti letto in terapia intensiva e sotto il 15% nei reparti ordinari si resta in zona bianca, oltre quella soglia si va in gialla. Sforando invece rispettivamente con il 20 e 30% si passa in arancione e con 30 e il 40% c'è la zona rossa. E' stata anche confermata la proroga dello stato di emergenza, fino alla fine del 2021.

    Le prime indicazioni sui provvedimenti sono emerse dopo la cabina di regia riunita dall'Esecutivo. Poi il confronto con le Regioni, alle quali il Governo ha illustrato le linee generali del decreto prima che andasse in Cdm e da cui sono emersi i dubbi di vari presidenti.

    Alcuni governatori delle piccole regioni hanno espresso il timore che l'aggiornamento dei nuovi parametri possa esporli al rischio di passare in zone di colore più restrittive. Tra questi ci sono Tesei dell'Umbria e Lavevaz della Valle D'Aosta il quale, parlando di "inapplicabilità" degli indicatori, paventa il "rischio di 'chiudere' per soli due o tre pazienti positivi ricoverati nell'unico ospedale regionale".

    Sui temi legati al green pass i governatori hanno invece chiesto di inviare quantitativi di vaccini adeguati all'eventuale aumento delle prenotazioni per le inoculazioni, spinte probabilmente dall'estensione del certificato verde. Un'inversione di tendenza nella somministrazione delle prime dosi si è già registrata negli ultimi giorni: sono infatti tornate sopra quota 100mila al giorno, con un livello massimo di oltre 120mila primi vaccini inoculati. Nell'arco della prima metà della settimana si è superata complessivamente la quota di oltre 400 mila prime dosi.

    La Cina risponde alla richiesta di Biden di una nuova investigazione a Wuhan con un'investigazione a Fort Detrick.     China Fires Back at Biden with Conspiracy Theories About Maryland Lab

    Since Washington launched the Wuhan lab leak investigation, Beijing has been pushing bizarre narratives.

    When U.S. President Joe Biden’s administration announced it would reexamine the theory that COVID-19 originated in a Chinese lab, Beijing’s response was deny and deflect. Asked at a May 27 press conference about the U.S. investigation into a possible virus leak at the Wuhan Institute of Virology, Chinese Foreign Ministry spokesperson Zhao Lijian quickly changed the subject. “What secrets are hidden in the suspicion-shrouded Fort Detrick and the over 200 U.S. biolabs all over the world?” he asked in response.

    Since then, Chinese diplomats and government officials, in concert with China’s vast propaganda apparatus and covert networks of online agitators and influencers, have worked diligently to focus suspicion on Fort Detrick, a U.S. Army biological research facility in Frederick, Maryland, about 50 miles from Washington. According to data collected by the Alliance for Securing Democracy’s Hamilton 2.0 Dashboard, at least 35 key Chinese officials and state media outlets have mentioned Fort Detrick in more than 115 tweets in nine languages since Zhao’s press conference. Many of those tweets have attempted to smear the lab’s reputation, for example by alleging the U.S. lab is “inextricably linked” with Japan’s notorious Unit 731, a germ warfare unit that targeted China during World War II.

    But Beijing’s recent information blitz against Fort Detrick is just the latest in a yearlong campaign to cast aspersions on the lab. Since March 2020, Chinese government officials and state-affiliated media have mentioned Fort Detrick in more than 400 articles, videos, tweets, and press conferences. Many of those messages have focused on reciprocal transparency and access to U.S. research labs by Chinese investigators—the diplomatic equivalent of “you show me yours, and I’ll show you mine.” But those more measured appeals have been joined by the promotion of elaborate conspiracy narratives, beginning with the claim that the virus was brought from the Fort Detrick area to Wuhan by U.S. Army reservist Maatje Benassi, who competed in the Military World Games in Wuhan in October 2019. To bolster the claim, the state-run tabloid the Global Times cited writings by George Webb, an American conspiracy theorist best known for temporarily shutting down the Port of Charleston, South Carolina, by planting an online rumor that a “dirty bomb” was arriving via a cargo ship. Webb also suggested an Italian disc jockey, Benny Benassi (no relation to Maatje Benassi), was involved in the U.S. plot to bring the virus to Wuhan.

    When the theory that Maatje Benassi was patient zero failed to gain traction, Beijing trial-ballooned a host of alternative conspiracy theories. One suggests a temporary shutdown of Fort Detrick in July 2019 over security protocol breaches was a precursor for the wider outbreak. Chinese state media hinted at a cover-up by citing coverage of the closure from numerous major U.S. outlets, including the New York Times, while simultaneously suggesting news about the closure was being “deleted” from the internet—something more possible in China than the United States.

    As outlandish as some of the Fort Detrick claims by official Chinese sources have been, they represent the sanitized tip of a much larger conspiracy theory iceberg.

    From there, however, Beijing’s claims have gotten more convoluted, including suggestions of a link between the coronavirus and a 2019 outbreak of EVALI (the lung disease associated with vaping) in Wisconsin, with diplomats intentionally or mistakenly claiming the outbreak occurred “only near Fort Detrick”—never mind that Wisconsin is some 800 miles from the lab. Another oddball theory attempts to draw a link between COVID-19 and an unrelated outbreak of a respiratory virus in a northern Virginia senior care facility. In a video posted to Chinese state media outlet CGTN’s YouTube channel titled “Residents around U.S. Fort Detrick biolab keep silence about suspected COVID-19 outbreak,” a reporter tries but fails to gain access to the facility. He is identified only as a “U.S. stringer,” but open-source research suggests he is a camera operator working for Russia’s Channel One, one of the country’s major domestic propaganda outlets that also peddles in conspiracy theories.

    As outlandish as some of the Fort Detrick claims by official Chinese sources have been, they represent the saner, sanitized tip of a much larger conspiracy theory iceberg. Across Chinese social media sites, self-anointed online sleuths, crackpots, and anonymous trolls have spammed comment sections and posted content peddling a panoply of Fort Detrick conspiracy narratives without fact checks, labels, or other forms of content moderation. Whether or not these efforts are coordinated at the state level is unclear. However, numerous studies, including one I co-wrote, have highlighted Beijing’s willingness to manufacture consensus through the use of coordinated inauthentic behavior. In the case of Fort Detrick narratives, there are several examples of Chinese officials retweeting suspicious accounts. The cultural counselor at the Chinese Embassy in Pakistan, for example, retweeted a newly created, anonymous account whose second-ever tweet happened to mirror Beijing’s talking points about the alleged connection between Fort Detrick and Unit 731.

    It’s easy to poke holes in Beijing’s Fort Detrick narratives, starting with the fact that the two labs studying coronaviruses in the United States are in Galveston, Texas, and Chapel Hill, North Carolina—not Frederick, Maryland. But with influence operations, soundness of logic is less important than repetition. Beijing’s efforts to carpet bomb information platforms with theories—however implausible—about Fort Detrick’s role in the global pandemic have borne some fruit. In January, after Hua Chunying, another spokesperson for the Chinese Ministry of Foreign Affairs, repeated false claims about Fort Detrick, the lab topped the trending topic chart on Weibo, a major Chinese social media platform. And the effect is not limited to China. According to Google Trends, the topic and query terms most associated with Google searches for “Fort Detrick” over the past two years were “Wuhan” and “coronavirus,” respectively.

    Beijing’s campaign to direct global suspicion toward Fort Detrick began with a single tweet. In March 2020, Zhao—whose Twitter exploits have earned him nearly 1 million followers—created a firestorm when he linked to a since-deleted article published by Global Research, a conspiratorial site the U.S. State Department’s Global Engagement Center named one of the six pillars of Russian disinformation. The article suggested the virus could have originated at Fort Detrick. Although more than two dozen official Chinese diplomatic accounts retweeted Zhao’s tweet, the Fort Detrick lab leak theory initially failed to gain significant traction. Cui Tiankai, China’s ambassador to the United States, told Axios at the time it was “crazy” to suggest the virus originated from a military lab in the United States. But as the Trump administration ratcheted up its anti-Chinese rhetoric over the spring and summer, Beijing’s initial reluctance to fully embrace the Fort Detrick narrative morphed into a persistent and consistent influence campaign. Chinese diplomats from Cape Town, South Africa, to Karachi, Pakistan, began parroting Zhao’s claims while state media fanned the flames with sensationalist headlines, such as “The Fort Detrick horror: a closer look at the US’ largest biochemical weapons research center.”

    Interestingly, suspicion of the lab did not originate in China—nor in relation to the coronavirus. Nearly four decades ago, the lab played a starring role in one of the most infamous Soviet “active measures” of the Cold War. In 1983, KGB agents planted a purported letter to the editor in a friendly Indian newspaper alleging the AIDS virus had been “manufactured” at Fort Detrick.     The Lab Leak Theory Doesn’t Hold Up

    The rush to find a conspiracy around the COVID-19 pandemic’s origins is driven by narrative, not evidence.

    Since then, Fort Detrick has become a trope—a recurring antagonist dusted off every few years to play the villain in the latest virus-related disinformation drama. And like other successful formulas, the Fort Detrick franchise has spawned multiple spinoffs, with U.S.-funded research labs around the world serving as the setting for all manners of sinister activities. In the country of Georgia, for example, the U.S.-funded Lugar Center for Public Health Research has frequently found itself in the crosshairs of Kremlin disinformation since the lab was established in 2011. From claims the lab was used to release toxic mosquitos on targeted populations to allegations it was involved in the 2018 poisoning of Russian spy Sergei Skripal in the United Kingdom, the Lugar lab has been featured in more than a dozen different disinformation campaigns. Unsurprisingly, it has also been the target of coronavirus disinformation narratives.

    Beijing has also stoked fears of U.S.-funded biolabs outside the United States. Since February 2020, Chinese officials and state media have posted more than 185 tweets referring to an alleged 200 biological labs operated by the United States around the world. Beijing’s favored narratives have varied from those spreading general suspicion of U.S. intentions to more explicit claims that the location of U.S. labs “closely resembles the spread of some diseases and viruses in recent years.” None of these claims have been backed with hard evidence. But, like with the Fort Detrick narrative, that’s not the point. The persistent and consistent nature of Beijing’s accusations have undoubtedly spun up suspicion of the lab—particularly in those parts of the world where mistrust of U.S. foreign policy is already high.

    For Beijing and Moscow, disinformation campaigns targeting Fort Detrick and other U.S. labs have clear, short-term strategic benefits. For Russia, the primary goal, as during Soviet times, is to damage the United States’ international reputation, especially in regions where U.S. influence is perceived to be a threat to Moscow. For China, the objective is either retribution or, if there is any truth to the Wuhan lab leak theory, the creation of a diversion to distract from and dilute the truth. In both cases, however, the intent to damage the United States with virus-related conspiracy theories has come with significant consequences to global public health.

    Efforts to manipulate information about the virus’s origins can cause real harm—including within China and, most acutely, Russia, where vaccine skepticism has contributed to a deadly new wave of cases.

    The Kremlin’s AIDS disinformation campaign, for example, helped create widespread denialism among at-risk populations around the world, including within the United States. In Africa, where Radio Moscow once claimed the United States was using vaccination programs to spread HIV as a test for biological warfare, Soviet disinformation almost certainly contributed to tens of thousands of preventable deaths year after year.

    The same risks certainly apply today. As the world continues to grapple with vaccine skepticism and reluctance toward other public health measures aimed at curbing COVID-19’s spread, efforts to manipulate information about the virus’s origins can cause real harm—including within China and, most acutely, Russia, where vaccine skepticism has contributed to a deadly new wave of cases. And therein lies the problem with information operations, particularly in the digital age: Like a virus, information cannot be controlled once it reaches the general population, and as it spreads, it can mutate in never intended ways.

    Beijing should heed these risks—if not for the sake of the world’s pandemic recovery, then for the sake of its own citizens.
