The Tropical Disease Foundation Inc. (TDFI) is currently accepting applications for a HR Officer for an anticipated USAID-funded Tuberculosis Visayas and Mindanao Activity (TB VisMin) activity in the Philippines. The TB VisMin activity is a key component of the USAID Universal Health Care Project (UHCP) aimed at improving health outcomes for underserved Filipinos.

The HR Officer will be responsible for managing every aspect of employment such as recruitment, employee relations, employment law and compliance, compensation and benefits compliance and administrative procedures.

The position will be based in Cebu, Philippines and the position is contingent upon award and funding.

Responsibilities:

  • Bachelor's degree in Human Resources Management, Psychology, Behavioral Science, Law or any related course.
  • At least 3 years of experience in HR.
  • Knowledge in recruitment processes, compensation and benefits administration, labor laws and regulations.

Background

Unilab Foundation, Inc (ULF) is the corporate foundation of United Laboratories, Inc. Its

purpose is to strengthen the enabling environment for inclusive development through social

innovations and impactful programs that will improve the mental health and wellbeing of

young Filipinos, nurture integrated Science, Technology, Engineering and Mathematics

(STEM) learners, innovators and workforce and improve the active participation of the youth

in promoting good health and well-being of Filipinos.

ULF aims to achieve long term, transformational development impact and is committed to

building partnerships to extend its programs' reach and impact. ULF convenes like-minded

groups and individuals from international and local NGOs, other development sector

stakeholders, government, industry and academe to address development issues in a

coordinated manner.

ULF has three Programs:

  • Heads Up PH is a mental health and wellbeing program. Working with partners, the

Program focuses on capacity building for educators, providing learners access to

information towards improving their key socio-emotional skills, curricular innovation,

building community support and advocating for enabling policies.

  • Project Kaakbay enables the youth to actively promote health and well- being of

Filipinos. Working with partners, the Program equips the youth to be advocates for health

by building leadership and management competencies to implement health projects in

their communities and advocates for enabling policies for youth engagement.

  • The Unilab Center for Health Policy (UCHP) is an initiative of the Unilab Foundation

as part of its program of creating an enabling environment for inclusive development.

The UCHP will provide the venue for stakeholders in government and the private sector

to better understand health policies and implementation arrangements and for them to

engage in a fruitful solutions-focused dialogue with the end in view of delivering better

health services particularly to the most-vulnerable

Purpose

The Grants and Partnership Manager is responsible for securing funding opportunities,

managing grants, and developing strategic partnerships to support ULF’s programs and

projects.

Scope of Work

A.​ Grants Management (50%)

1. Research, identify, and secure funding opportunities from donors,

foundations, corporations, and government agencies.

2. Develop and write grant proposals, concept notes, and budgets in

collaboration with program teams.

3. Ensure timely and compliant reporting to donors, including narrative and

financial reports.

4. Manage grant budgets, track expenses, and ensure financial accountability.

B. Partnership Mapping/Donor Relationship Building (30%)

a. Foster relationships with existing and potential partners, including donors,

NGOs,

b. Ensure adherence to donor regulations, NGO policies, and relevant laws.

C. Resource Mobilization and Fundraising: (5%)

a. Develop and implement a fundraising strategy to achieve organizational

goals.

b. Program Development: Collaborate with program teams to design and

develop projects aligned with organizational objectives.

D. Special Projects Oversight (10%)

a. Ensure successful implementation of projects under grants and projects

funded by ULF

E. Team Collaboration and Capacity Building (5%)

a. Manage the operations and team members of the unit

Knowledge, Abilities and Skills required

1. Master's degree in relevant field (e.g., International Development, Business

Administration).

About the Ultra-Poor Graduation Initiative

The Ultra-Poor Graduation Initiative (“UPGI”) is a global unit of BRAC that was founded in 2016 to build off the success of BRAC’s Ultra-Poor Graduation program in Bangladesh. BRAC UPGI aims to position the Graduation approach as a key driver to eradicate extreme poverty worldwide. It does this by:

  • Advocating for uptake of the Graduation approach by policymakers, national governments, multilateral institutions, and non-governmental organizations; and
  • Effective adaptation and implementation of the Graduation approach in countries around the world, supported through technical assistance and capacity strengthening for external stakeholders.

In 2002, BRAC pioneered the Ultra-Poor Graduation (“Graduation”) approach in Bangladesh - a holistic intervention to help people lift themselves from extreme poverty - after recognizing that existing poverty alleviation programs were not reaching the poorest people. Through the provision of livelihood assets, cash transfers, and continued mentoring and training, the Graduation approach addresses participants’ multidimensional needs within the local context and helps lift people from extreme poverty into sustainable livelihoods.


Graduation is an evidence-based, scalable intervention proven to break the poverty trap for the long term. So far, BRAC’s flagship Graduation program has impacted over 2 million Bangladeshi households—totaling over 9 million people. To help eradicate extreme poverty, BRAC UPGI is working to scale globally by integrating Graduation into existing government programs and help 21 million more people lift themselves from extreme poverty by 2030.


About the Position

BRAC’s Ultra-Poor Graduation Initiative (UPGI) seeks to hire a Program Director to spearhead BRAC UPGI’s work in the Philippines. The role will offer strategic leadership to UPGI’s country team in the Philippines in their partnerships with governments and other key partners involved in the design and implementation of government led graduation programme(s). Currently, BRAC UPGI has developed key partnerships with the Department of Social Welfare and Development (DSWD), the Department of Labor and Employment (DOLE), the Department of Management and Budget (DMB) and the National Economic and Development Authority (NEDA).


We are looking for candidates with substantial knowledge and experience working with governments, who are interested in thinking outside the box, and who are excited to explore how the current model of graduation can be adapted and scaled by the Government of the Philippines.


The graduation approach has been piloted twice in the Philippines (through partnerships between BRAC Philippines, Department of Social Welfare and Development (DSWD), the Department of Labor and Employment (DOLE), and the Asian Development Bank ADB). These pilots have proven that the graduation approach can help to catalyse transformative change for people living in poverty in the Philippines. However, to date, neither pilots have been taken to scale. It is clear that evidence that the graduation approach works to reduce extreme poverty is necessary, but not sufficient to persuade and enable large scale Government led graduation programmes; that more is needed to understand how this multi-faceted approach can be adapted and implemented at scale, within the Government’s available human and financial resources and still deliver meaningful and lasting impact on the lives of participants.


A member of UPGI’s Senior Leadership Team, and reporting to UPGI’s Executive Leadership Team, the Program Director for the Philippines will lead and manage BRAC UPGI’s country strategy - engaging partners, including governments, multilateral and bilateral institutions on issues of extreme poverty; supporting the co-design of high quality government led graduation programmes, and ensuring government partners are able to access and leverage support and technical assistance from BRAC and other civil society organizations and development actors. This role will have the opportunity to be creative in delivering on this strategy, including but not limited to building new partnerships and strategic scaling opportunities, and will be supported with BRAC UPGI’s global support units (Operations, Policy and Partnerships, Monitoring, Evaluation and Learning, and Program Design and Impact).


This position will be based in Manila and will work closely with BRAC UPGI team members based in the US, Europe, Asia, and Africa.


Responsibilities

Management and Leadership

  • Growing and building and leading a team of graduation and governance experts in the Philippines
  • Meaningful participation as a member of UPGI’s global Senior Leadership Team, and BRAC International's Leadership Team, including travel to other UPGI or BRAC countries as required

Strategy

  • Refine and strengthen BRAC UPGI’s country strategy and work plan in the Philippines, developing new partnerships and expanding current relationships with existing partners.

o Explore new opportunities to engage and influence program development and policy revisions with government counterparts.

o Conduct strategic stakeholder meetings and workshops and share learnings and evidence with partners to drive influence.

o Assess opportunities to work directly with Local Government Units (LGUs) with high levels of extreme poverty and enhance locally led poverty alleviation programs.

  • Cultivate and manage partnerships with the government (at multiple levels), multi/bi-laterals, donors, and private sector actors.
  • Create stakeholder engagement strategies that drive the overarching country strategy in coordination with UPGI’s technical support units.

Country Engagement

  • Actively engage in government consultations and working groups, multi- and bi-lateral working groups, and civil society working groups related to poverty reduction, economic inclusion, and social protection to build partnerships and influence.
  • Identify policy asks for governments and develop policy briefs to support national scale-up of Graduation, including where and how the Graduation can be integrated into new or existing government policies/programs.
  • Identify, explore, and pursue partnership opportunities and entry points for scaling the Graduation approach within the Philippines more broadly with many potential stakeholders, including government, CSOs, media, peer agencies, think tanks, and other research organizations.
  • Manage and oversee the implementation of BRAC UPGI’s USAID Development Innovation Ventures (DIV) program in partnership with DOLE, DSWD and other actors to deliver the Graduation approach to 15,000 households over the next three years and build the basis for further scale through government programs and systems.Support government capacity building and training efforts for local government service providers on crucial Graduation topics to address skills and capacity gaps (monitoring, evaluation, livelihood development, and beneficiary targeting, for example).
  • Support country engagement team members liaising with and advising national and local government and multilateral institution partners such as the World Bank, Asian Development Bank, and various UN agencies on the design, delivery, evaluation, and promotion of impactful Graduation and other economic inclusion approaches integrated into social protection systems nationally.

Other (Safeguarding Responsibilities)

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.

Qualifications

  • A proven track record in developing strong relationships with partners, governments, civil society actors, multilateral institutions, and/or peer agencies.
  • Experience leading strategy development and implementation, particularly efforts to build effective coalitions or networks to influence policy decisions
  • Master’s degree in social sciences, international development, or other related fields required.
  • 10-15 years of experience in international development, government service, NGOs, or civil society organizations required.
  • Sector expertise in livelihoods and economic inclusion, social protection, gender, or financial inclusion; Graduation, cash-plus, or similar experience preferred.
  • Proactive leader with the ability to prioritize and effectively manage competing work streams.
  • Strong knowledge of the Philippines government systems, previous experience working within government institutions, highly desirable.
  • Proven experience developing conducive work environments, environments that encourage and promote debate, inclusiveness and innovative thinking.
  • Diplomatic, with strong interpersonal skills and a high degree of political sensitivity.

Fluency in English and one or more national language required.
