Overview

RTI International’s Global Health Division is currently accepting applications for a Chief of Party (COP) for an anticipated USAID-funded Global Health Security (GHS) activity in the Philippines. The new project will assist the Philippines in strengthening its GHS architecture through a One Health framework. This activity will seek to improve national, regional and local-level prevention, early detection and response to epidemics and pandemics. This 5-year program will focus on expanding health security-focused workforces, strengthening systems for multi-sectoral One Health governance, coordination, infectious disease surveillance, and laboratory systems.

The COP will have primary responsibility for the overall strategic leadership and oversight of the project. This position will oversee project implementation and ensure the project meets stated goals and requirements, coordinating and leading project partners and teams, ensuring technical excellence and impact, and ensuring all applicable USAID and the Government of Philippines (GoP) regulations are followed. The COP will also have principal responsibility for representation of the project to USAID and with the GoP, provide overall strategic leadership and vision for the RTI-led team and manage long- and short-term technical expertise across all result areas. The position will be based in Manila, Philippines and the position is contingent upon award and funding.


Responsibilities
  • Demonstrated success in complex health program management including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and fielding and managing short term technical assistance for USAID-funded programs.
  • Ability to develop a common vision among partners and lead multi-disciplinary teams.
  • Strong organizational, interpersonal and management skills.
  • Strong written and oral presentation skills.
  • Must be fluent in English.

  • Serve as RTI’s point-of-contact with USAID, GoP including the Department of Health, Department of Agriculture and the Department of Environment and Natural Resources, multilateral development agencies, project partners, nongovernmental organizations, and other partners at the national, provincial, and district levels.
  • Conceptualize, lead and manage overall design and implementation of project’s technical strategy; overall accountability for ensuring quality of project approaches, interventions and activities and achievement of project objectives.
  • Responsible for the overall delivery of project activities in compliance with USAID regulations, including management and oversight of the program’s technical, operational, and administrative staff.
  • Interface regularly with USAID on management and decision-making. Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
  • Develop and implement annual program work and performance plans and negotiates agreement of those plans with USAID and other partner organizations. Lead annual project work planning and reporting and be the principal point of contact with USAID, Department of Health, other implementing partners.
  • Work closely with finance and technical staff, pertinent RTI regional and home office staff and appropriate USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives.
  • Ensure compliance with RTI and USAID procedures and policies.
  • When necessary, work closely with key RTI staff, government and non-government officials, contractors and USAID staff to ensure full compliance with local laws (e.g., with respect to taxes, pension, shipping, customs, registration) while integrating with RTI systems and procedures.
  • Directly supervise and mentor project staff.

Qualifications
  • Advanced degree in related field including medicine, veterinary medicine, environmental health or similar.
  • Minimum of 15 years of experience in one or more of the following: outbreak response, One Health, infectious disease epidemiology, AMR, lab sciences, surveillance or health systems strengthening.
  • Minimum of 8 years of experience managing large, complex donor-funded health projects, preferably in the Philippines.
  • Demonstrated ability to create and maintain effective working relations with key stakeholders to implement complex public health interventions (e.g., DOH and other government stakeholders, national and international bodies, international organizations, NGO partners, and U.S. Government Agencies).
  • Demonstrated experience in managing projects with a variety of partners and stakeholders; experience providing grants and technical/management support to local organizations.
  • Experience working as COP for USAID-funded project is highly desirable with proven capacity to effectively manage project funds and a diverse team, including remote staff.

We build the digital infrastructure and artificial intelligence that empowers the intersection of aid and scientific inquiry, including epidemiological surveillance of HIV and malaria, and in-situ nutrient analysis of crops and soils using spectroscopy and computer vision. Our funding comes from philanthropic and governmental organizations such as the Global Fund, CDC, USAID, and the Gates Foundation.

We are looking for an inspiring first-class High School STEM Teacher from the Philippines to join our team in Lilongwe, Malawi for at least one year, with the opportunity for extension if mutually agreeable. In addition to being fully funded, the job position also includes transportation to Malawi, and the provision of housing, board, and health insurance. Qualified applicants can earn between 90000 PHP and 200000 PHP per month depending on experience and ability, and can be negotiated.

Motivation for this Position

STEM literacy is critical to the achievement and long-term sustainability of the Sustainable Development Goals. After 15 years of working on impact in over 23 developing countries, QED.ai has observed that medical data, agricultural data, financial data, and business data are all overwhelmingly underused. Few public policies are informed by data or scientific thinking. Data is only used as a means of reporting particular indicators to upstream donors for reasons that few understand or remember. Scarcity of STEM capacity prevents local actors from engaging critically with data, questioning assumptions, making non-trivial computations, and being entrusted to manage large programs without continued reliance on international NGOs.

Science and Mathematics must be the foundation of decision making in public health and agronomy. Technology and Engineering must supply practical techniques for applying science and math to the real-world. We aim to prioritize the indoctrination of core STEM skills to the next generation of bright people who will become tomorrow’s leaders.

Scope of Work

  • Teach STEM each day to precocious children that are interested in learning more.

  • Start with private education with very few students. Expand as the curriculum is stabilized and adapted to local needs.

  • Co-develop high school lesson plans and curriculums, focusing on practical STEM topics that QED.ai has identified as essential for the next generation to know.

  • Lead a weekly math circle open to a small group of community members, including both adults and children, to solve creative and fun math problems at the children’s level (e.g. Mathematical Kangaroo).

Requirements

Technical

  • Proficiency in teaching core STEM subjects at the junior high and high school level. Candidates should be proficient in Mathematics, or Physical Science, or both. These areas include the following topics:

    • Math: arithmetic, algebra, geometry, probability, and general problem-solving

    • Physical Science: physics and/or chemistry

  • Enthusiasm for inspiring students to explore and pursue STEM fields.

  • Ability to encourage students to think critically, solve problems independently, and develop resilience and perseverance.

  • Passion for making STEM topics fun, engaging, and relevant to real-world applications, including hands-on laboratory experiments.

  • Leadership in organizing STEM-related extracurricular activities.

  • Experience with coaching and mentoring students for mathematics, science, or technology competitions (e.g., Math Olympiad, Science Fairs, Coding Competitions). Success in guiding students to win in regional or national competitions.

General

  • Willingness to physically relocate from the Philippines to Lilongwe, Malawi in Sub-Saharan Africa to directly teach the youth.

  • Working proficiency ( C1) in speaking and reading English, and capable of typing English with a speed of at least 25 words per minute.

  • Patience to work with children, and genuine happiness to see them grow.

  • Logical reasoning and ability to express oneself clearly, both orally and in writing.

  • Basic fluency with Excel, Word, and Powerpoint.

Purpose

The Grants and Partnership Manager is responsible for securing funding opportunities,

managing grants, and developing strategic partnerships to support ULF’s programs and

projects.

Scope of Work

A.​ Grants Management (50%)

1. Research, identify, and secure funding opportunities from donors,

foundations, corporations, and government agencies.

2. Develop and write grant proposals, concept notes, and budgets in

collaboration with program teams.

3. Ensure timely and compliant reporting to donors, including narrative and

financial reports.

4. Manage grant budgets, track expenses, and ensure financial accountability.

B. Partnership Mapping/Donor Relationship Building (30%)

a. Foster relationships with existing and potential partners, including donors,

NGOs,

b. Ensure adherence to donor regulations, NGO policies, and relevant laws.

C. Resource Mobilization and Fundraising: (5%)

a. Develop and implement a fundraising strategy to achieve organizational
