    The primary purpose of this position is to serve as the senior open microphone reporter, responsible for the most difficult cases and for the training and work review of less experienced military/civilian reporters. Records and transcribes high speed, verbatim dictation, involving specialized terminology, using an open microphone or similar mechanical equipment.


    Responsibilities

    • Open microphone reporter, use open microphone/voice recognition tech or similar equipment to record high speed dictation at various types of informal and formal legal proceedings, such as courts-martial, grievance hearings, and investigation boards.
    • Transcribes and assembles records of trial, ensuring that proper notations are made as to the swearing of court or board members, legal advisors, counsel, and witnesses.
    • Performs actions necessary to prepare for hearings and other proceedings.
    • Performs administrative office support functions and maintains cooperative working relationships with co-workers, related functions, customers, and operating officials.
    • Uses varied and advanced functions of word processing software to create, format, modify, edit, and print a variety of transcripts, letters, reports, memos, and other legal documents.

    Qualifications

    OPM Qualification Standards: Closed Microphone Reporting Series, 0319 and Group Coverage Qualification Standards for Clerical and Administrative Support Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-08) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes operating open microphone equipment and voice recognition technology sufficient to take high speed dictation (175 wpm) and provide verbatim recordings of courts-martial, grievance hearings, trials, and investigative hearings involving a wide range of highly specialized legal, medical, and/or technical terminology.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of an extensive body of rules, procedures, formats, protocols and specialized terminology as they relate to formal legal proceedings to prepare, process, and disseminate legal forms and documents, and to carry out legal notarial acts.
    2. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare and edit written correspondence and reports.
    3. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as legal proceedings, letters, reports, memos, and form letters.
    4. Skill to operate open microphone equipment and voice recognition technology, or similar mechanical equipment, sufficient to take dictation at speeds of not less than 175 words per minute to reproduce material on a disk, cylinder, or similar device.
    5. Skill in typing; a qualified typist is required.
    6. Ability to communicate effectively, both orally and in writing and to provide training and guidance to others.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Interactions and Relationships: Establishes a program environment that sustains participant interest and promotes positive interactions with other children, youth, and adults. Interacts with children and youth using approved child guidance and youth development techniques.

    Supervision of Children and Youth: Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation policies, guidance, and standards.     • Family member appointments will expire based on the sponsor's rotation date. Family member appointments may not exceed two months after an employee is no longer considered a family member within the local commuting area due to PCS or divorce of sponsor or, in the case of a child, the age of 23. Family members are defined according to the DODI 1400.25, Vol.1232 as: For a military member whose duty station is in a foreign area, the member's spouse or unmarried dependent child.     Responsibilities

    • Performs a full range of simple cooking by preparing and cooking items that require little or no processing.
    • Operates a variety of kitchen equipment using gas, electricity, steam or microwave heat sources.
    • Disassembles, cleans and assembles component parts and accessories, following safety procedures to avoid personal injury and damage to the equipment. Uses and cleans a variety of cooking utensils to measure, weigh, and process food items.
    • Cleans, stores, and maintains all equipment and work areas after each use. Cleans other work areas and equipment, such as worktables, floors, walk-in refrigerators, etc., on an established cleaning schedule.
    • Prepares food by peeling, chopping, grinding, paring, cutting, slicing, dicing, pureeing, dredging, flouring, or breading. Weighs, measures, and assembles ingredients for regular and modified menu items.
    • Prepares hot cereals and concentrated or dehydrated soups, sauces and gravies. Makes cold sandwich fillings. Sets up and replenishes salad bar.
    • Assignments are received orally or in writing from the supervisor in the form of cooks worksheet, menus, standardized recipes andmeal schedules. Supervisor or higher-grade cook provides detailed instructions on cooking methods and use of equipment .
    • Employee is responsible for the proper use and cleaning of kitchen equipment, safety practices, personal hygiene, and conformance with food service sanitation requirements.

    Work experience in preparing foods and cooking simple foods and short orders in a cafeteria, restaurant, or mess.

    Skill and Knowledge:
    Basic knowledge of food preparation methods and procedures.
    Skill to cook a limited variety of prepared foods or short order foods.
    Ability to read and understand written food service material, such as food labels, standardized recipes, and basic work instructions.
    Skill in performing basic mathematical computations to multiply ingredients in a recipe or to determine how many servings a container will hold.
    Knowledge of the various tables of weights and measures and ability to follow instructions to convert from standard to metric measurements.
    Skill in operating, disassembling and cleaning basic food service equipment such as griddles, broilers, and food grinders.
    Knowledge of basic sanitation, infection and spoilage control procedures.
