Congress' anti-Duterte investigations backfire

THE US-backed Marcos administration's plot to demonize former president Rodrigo Duterte by regurgitating allegations that there were widespread extrajudicial killings (EJK) in his war against illegal drugs six years ago has totally backfired.

The hearing last week by the Senate — which has again proven to be independent of the incumbent administration as it should be, in contrast to the shameless servility of the House of Representatives — reminded Filipinos that in contrast to the incumbent, Duterte was a strong, true leader, willing to take risks to wage an uncompromising stand against the drug lords, who could have made the country worse than several Latin American nations as a narco-state.

Social media — now the equivalent of the "mosquito press" that helped topple the Marcos dictatorship — was deluged with such posts as "Millions love PRRD... that is enough ..."; "This is the PRRD that we miss ... my president, salamat po"; and even sarcasm directed at Sen. Risa Hontiveros: "Good job talaga ma'am Risa Hotier, proud kaming mga adik sa'yo."

A particular viral post highlighted the fact that Duterte's triumph in fending off the Marcos demonization plot could pull down the current president's political support:

"I've witnessed the Arroyo, Aquino and Duterte administrations, but this is the first time I've seen an administration (Marcos) that seems to empower criminals and drug addicts while trying to undermine a president who spent six years weakening their influence. Who are we really protecting here?

"The millions of innocent people whose safety and security are threatened by the presence of addicts and criminals, or the human rights of the addicts and criminals?"

Death squad

One of the most controversial moments of Duterte's testimony was his admission of the existence of the "death squad." However, he insisted that this squad was not composed of police officers but rather of "gangsters" who volunteered to kill leaders of powerful organized crime groups. Duterte also hinted that those involved in these death squads were moneyed people, bolstering reports I had received a decade ago that a few business tycoons in Davao City had become so frustrated at their businesses being hurt by unchecked criminality that they funded assassins to take out specific crime lords.

Sen. Ronald "Bato" Dela Rosa, Duterte's Davao City police chief for many years, and for two years the Philippine National Police head, claimed that it was media that invented that term "Davao Death Squad," as it was a catchy phrase that made readers intrigued enough to buy their newspapers. Indeed, foreign correspondents were quick to use that phrase because such death squads were employed in the most brutal dictatorships in Asia and Latin America, such as those in Indonesia, El Salvador, Chile and even Brazil. The term indeed has become the stuff of movies, albeit on the brighter side, it refers to vigilantes going after criminals who evade the justice system.

The acronym became a widely used one later, as the opposition to Duterte used it not to refer to a "Davao Death Squad" but to "Diehard Duterte Supporters," which while having a less malevolent meaning still popularized the idea of a death squad.

"Every time there was killing [on] the streets," Dela Rosa said, "media would claim it was by a death squad."

"There were even cases where a note written in blood and pinned on a victim's body advertised that the killers were the 'Davao Death Squad,' which was intended to lead investigators away from the real perpetrators."

Negate

Throughout the hearing, Duterte and his allies defended the use of terms like "negate" and "neutralize" in police operations, which human rights lawyer Chel Diokno claimed were euphemisms for killing. He even disclosed that it was Antonio Carpio, when he was still Supreme Court justice, who advised his group to pursue that claim. Duterte's former national police chief, Senator Dela Rosa, clarified that these terms were intended to imply containment rather than execution. All of the former police chiefs during Duterte's administration asserted that "neutralize" does not mean "killing."

Duterte dared his critics, including former senator Leila de Lima and Hontiveros, to file charges against him in domestic courts, saying that he alone should be held accountable rather than the police officers who merely followed his orders.

Congress' investigations on the war on drugs are a total waste of time and government resources, intended only as political propaganda operations. This is scandalous at a period when the Philippines faces very serious economic and social problems, which laws passed by Congress can start to solve.

This claim is bolstered by two facts proven to be so true at the Senate hearing:

No charges

First, even the independent senator and head of the subcommittee, Koko Pimentel, pointed out that while she was justice secretary for six years during Aquino III's term, de Lima had been unable to file charges against Duterte. De Lima blamed the National Bureau of Investigation (NBI), which she said had told her that they could not find enough witnesses to file charges against the former president. But Pimentel pointed out that the NBI was "administratively and operationally" under the justice secretary.

Second, a cleric-run nongovernmental organization (NGO) claimed they were assisting about 300 families whose relatives were EJK victims during the war on drugs. Senator Dela Rosa asked how many cases had they filed in the courts against the suspected perpetrators. The NGO's head could not say how many.

"If you haven't filed charges to seek justice for these alleged victims, then you are simply making propaganda against Duterte," Dela Rosa said.

In short, Duterte burned Hontiveros and de Lima at the hearing.

Anybody who has the slightest idea on how the justice system works will see that it is near impossible to gather evidence and convince eyewitnesses to convict persons on cases that happened six years ago. The only conclusion is that people like Hontiveros are merely undertaking black propaganda using "telenovela" dramatic tricks against Duterte, who has prevented our country from becoming the worst narco-state in Asia.

Weaponized

Marcos has weaponized this EJK issue against Duterte to ensure his clan retains power in 2028, with his daughter Vice President Sara whom many believe to be a shoo-in for the presidency, having been adversely affected by this demonization of her father.

The US is backing this plot to block Sara's assumption to the presidency, either through Marcos becoming incapacitated before 2028, or by her winning the presidential elections that year. Note for instance that the media outlet most biased against Duterte, whose articles echo the Marcos operatives' claims, is Rappler.com, which has received thousands of dollars in funding from the National Endowment for Democracy, funded by the US government and run essentially by the US State Department. Most US and Western newspapers have emphasized Duterte's alleged "confession" over the existence of the death squads, rather than explaining the sarcasm and nuances of the former president's statements.

The US, especially at this time with its rival China rising fast, cannot afford to lose its sole puppet in Southeast Asia, which Marcos has shamelessly made this country. Sara indubitably will restore the country's independence from the US hegemony.

But the US-backed plot is collapsing: Duterte burned the US' two main agents in its propaganda campaign, Hontiveros and de Lima, in the Senate hearing.

He need not lift a finger against the two congressmen at the frontlines of the Marcos campaign to demolish Duterte — former optometrist Dan Fernandez and religious teacher Bienvenido Abante.

In testimony made through a sworn statement, former Mandaluyong police chief Col. Hector Grijaldo revealed that the two congressmen tried to intimidate him into supporting a claim by retired police colonel Royina Garma that Duterte had created a reward system for those who killed drug lords. Abante even arrogantly hinted that Grijaldo could be promoted to general if he cooperated with them.

Congress should stop wasting taxpayers' money in undertaking these useless hearings that will lead to nothing.

“I Costituenti hanno optato per una visione lungimirante e moderna – ha osservato il capo dello Stato -, prevedendo un’apertura all’ordinamento internazionale. Non sono state, quindi, necessarie modifiche della Costituzione, né in occasione dell’adesione all’Unione Monetaria Europea, né del varo dell’Euro, a testimonianza della capacità di adattamento con cui è stata – sagacemente – scritta ben settantasette anni addietro”. Stellantis, Calenda: ‘Elkann molto ricco, ma rispetti le istituzioni’

Il presidente di Stellantis John Elkann “deve venire” in Parlamento per “rispondere delle promesse fatte” per il rilancio del lavoro nel gruppo, soprattutto “dopo aver ricevuto finanziamenti pubblici”. Perché “può essere molto ricco ma questo non lo esime dal rispettare le istituzioni”.

Lo ha detto il segretario di Azione, Carlo Calenda, in occasione di un’iniziativa elettorale a Modena. “Elkann deve imparare che può essere molto ricco – ha spiegato Calenda – ma questo non lo esime dal rispettare le istituzioni, perché quelle istituzioni, contro il mio parere, gli hanno dato 6,3 miliardi di garanzia durante il Covid e c’era bisogno” per sostenere il settore “e lui con una parte di quei soldi si è pagato un dividendo. Quindi adesso deve venire e rispondere delle promesse che ha fatto”.

“Io questa battaglia l’ho fatta in splendida solitudine per più di tre anni e continuerò a farla finché non verrà a rispondere – ha aggiunto il leader di Azione -. Perché quando si prendono i soldi si risponde, se non si rispettano le garanzie che si sono date sull’occupazione e sulla produzione. Siccome io ho lavorato nell’industria dell’auto so perfettamente quanto è difficile ricostruirla” dal momento che si tratta di “lavori pregiati perché ad alta tecnologia, con operai qualificati”. E “perdere” questo settore che dà da lavorare a 220 mila persone sarebbe “un disastro”.  (askanews)

Morta dopo il vaccino Covid: procura di Genova chiede processo per i medici di Lavagna

La Procura di Genova ha richiesto il rinvio a giudizio per alcuni medici dell’Ospedale di Lavagna, indagati per la gestione del caso di Camilla Canepa, la giovane morta dopo la somministrazione del vaccino anticovid. La vicenda, avvenuta nel giugno 2021, ha sollevato interrogativi sulla corretta applicazione delle linee guida per il riconoscimento della sindrome da trombocitopenia trombotica indotta da vaccino (Vitt).

Secondo l’accusa, i medici avrebbero agito con negligenza e imprudenza, omettendo esami essenziali per diagnosticare la patologia che ha portato al decesso della paziente. Nonostante la presenza di sintomi compatibili con la Vitt, tra cui un forte mal di testa persistente e una recente vaccinazione con Astrazeneca, non sarebbero stati condotti esami specifici come il dosaggio del D-Dimero e gli anticorpi anti-eparina/PF4.

Oltre all’omicidio colposo, viene contestato anche il reato di falso in atto pubblico per la mancata indicazione del vaccino anticovid nella cartella clinica della paziente. Gli atti sono stati depositati e la Procura ha chiesto formalmente il processo. I difensori dei medici potranno ora presentare memorie difensive e richiedere ulteriori accertamenti entro il termine previsto. ADNKRONOS

L’inchiesta di dossieraggio che scuote l’Italia

Venerdì 25 ottobre la Direzione distrettuale antimafia di Milano ha aperto un caso di dossieraggio, un ‘gigantesco mercato di informazioni personali’ acquisite illecitamente (per poi essere rivendute a clienti dell’imprenditoria, con annesse richieste e condizionamenti di attività) da banche di dati strategiche per l’Italia da hacker e appartenenti (ed ex) a polizia e Guardia di finanza.

L’indagine è stata condotta dai pm Francesco De Tommasi, Alessandra Dolci e dal Procuratore Marcello Viola. Antonio Arditura della Direzione nazionale antimafia e antiterrorismo in collaborazione e, alla guida, Gianni Melillo.
Tra le persone coinvolte nello scandalo non mancano figure di spicco come, in prima battuta, il ‘super poliziotto’ Carmine Gallo (nonché amministratore delegato della Equalize, società di investigazione privata) ora agli arresti domiciliari e il manager di Fiera Milano, Enrico Pazzali. Il materiale tenuto da Gallo è stato sequestrato, in gran parte cartaceo era stato ‘occultato’ a casa della segretaria di Equalize. Ma questa è solo la punta dell’iceberg, tra gli indagati troviamo anche Nunzio Calamucci, Massimiliano Camponovo e Giulio Cornelli ossia soci di aziende specializzate in sicurezza informatica. Non mancano perfino committenti come il gruppo Erg, con altrettanti personaggi indagati, e la Barilla, tramite il coinvolgimento da parte di alcuni dipendenti.

Le persone spiate risulterebbero circa 800mila, tra politici e non, persino estere. Calamucci, intercettato dagli inquirenti, ha dichiarato a tal proposito che ha avuto ‘a disposizione un hard disk contenente 800mila Sdi’ (informazioni da banca dati delle forze dell’ordine).
Non sono mancate le prime reazioni da parte della politica, il Premier Giorgia Meloni ha dichiarato “Le inchieste dicono che il dossieraggio su di me è cominciato già alla fine del governo Draghi quando si capiva che sarei potuta andare al governo. Sulla vicenda dei dossieraggi mi aspetto che la magistratura vada fino in fondo, perché, nella migliore delle ipotesi, alla base di questo lavoro c’era un sistema di ricatto ed estorsione, ma nella peggiore siamo davanti al reato di eversione. Nessuno Stato di diritto può tollerare una cosa del genere”.

La vicenda è agli inizi e, a quanto sembra, i personaggi coinvolti sembrano man mano aumentare.

Philippines confident in US security policy continuity regardless of election

MANILA, Oct 28 (Reuters) - The Philippines is confident in the continuity of U.S. policies in the Asia-Pacific region after the U.S. presidential election and the two countries' ties will remain strong regardless of the outcome, Defense Secretary Gilberto Teodoro said.
Their alliance was anchored in shared security goals and a commitment to uphold international law, including in the contested waters of the South China Sea, Teodoro said in an interview.
He said that what he called China's "misbehaviour" in the South China Sea has placed the Philippines at the forefront of regional security concerns.
"Simply put, China has given the Philippines some prominence that in normal terms, if everybody followed the rules of the road, if they didn't do bad things, then this prominence of the Philippines would not be there," Teodoro said.
"So, it's all China's fault right now because there is a felt need to band together because of their misbehaviour that this is happening."
The U.S. election will take place on Nov. 5, with Democratic Vice President Kamala Harris and Republican Donald Trump locked in a close race.
China claims sovereignty over nearly all of the South China Sea, challenging Southeast Asian nations, including the Philippines, and recently Vietnam and Indonesia.
Last week, Indonesia expelled a Chinese coast guard vessel from its waters after it interfered with an energy survey, while Vietnam this month accused Chinese authorities of assaulting its fishermen in disputed waters.
"There is a pronounced aggressiveness of China's expansionist agenda here," Teodoro said.
In 2016, the Permanent Court of Arbitration in The Hague ruled that Beijing's claims in the South China Sea have no legal basis, siding with the Philippines which brought the case.
But China has rejected the ruling, leading to a series of sea and air confrontations as the Philippines has ramped up patrols and resupply missions to defend its exclusive economic zone (EEZ) from Beijing's encroachments.
The Chinese foreign ministry said the situation in the South China Sea was "generally stable" and it was working to try to resolve differences with countries through dialogue.
"The remarks made by the relevant officials of the Philippine side show once again that the Philippines is a troublemaker among the countries of the region by ganging up (on China) on the issue of the South China Sea, escalating tensions, provoking confrontation and showing off its force," it said.

TREATY-BOUND

The incidents have raised risks of an escalation that could eventually involve the United States, which is treaty-bound to defend the Philippines if it is attacked.
"The probability of friction or conflict in the West Philippine Sea, it's there. I cannot deny that," Teodoro said, using the term Manila employs to refer to waters within its EEZ.
China has maintained that its actions in the South China Sea have been lawful.
While the U.S. last year laid out the extent of its defence treaty commitments to the Philippines in case of an armed attack in the South China Sea, Teodoro said the cooperation goes beyond that and encompasses stability, rule of law and joint capability building.
"What we are doing now with the United States is to build up our combined capabilities to deter such an armed attack from occurring," he said.
The Philippines has also strengthened ties with allies like Japan and Australia, conducting joint exercises aimed at operational readiness, moves China views as provocative.
Teodoro is overseeing an ambitious military expansion that includes air defence assets, fighter jets, frigates and corvettes to fortify the country's strategic shift away from internal to external defence.
"My conviction has not changed, that there is something that we need to deter, and the only thing that will change that equation is if China changes," Teodoro said.
To support these acquisitions, Teodoro said he was exploring unconventional financing options and pushing to relax foreign and local borrowing limits.
