Masagana 99 was an agricultural program of then Philippine President Ferdinand Marcos to increase rice production among Filipino farmers. The program, launched in 1973 at a time the country was experiencing a rice supply shortage, led the Philippines to attain self-sufficiency in 1975–1976, and export rice to its neighboring Asian countries in 1977–1978. By 1980, however, problems with the credit scheme rendered the loans inaccessible to rich landowners while leaving poor farmers in debt.[1] The program was also noted to have become a vehicle of political patronage.[2][3][4]

By 1984, the Marcos administration shifted its focus away from Masagana 99 and towards different programs.[3][5]

Etymology

“Masagana” is a Filipino term for “bountiful”[6] while 99 refers to the number of sacks of rice targeted as the yield per hectare of land in every harvest season.[7]

Concept development

Masagana 99 was conceived by the administration of then Philippine President Ferdinand Marcos[6] as way to cope with a nationwide rice shortage arising from the various natural disasters and pest inverstations in 1972.[3]

Launched on May 21, 1973, its goal was to promote Philippine rice self-sufficiency by raising the Philippines' average palay crop yield from 40 cavans per hectare to 99 cavans per hectare. The program planned to achieve this by pushing farmers to use newly developed technologies including high-yielding variety (HYV) seeds, low-cost fertilizer, and herbicides.[3]

The program included a supervised credit scheme, which was supposed to provide farmers with the funds needed to pay for the program's technology package. The Central Bank designed subsidized rediscounting facilities for public and private credit institutions throughout the country, encouraging them to give loans to farmers without collateral or other usual borrowing requirements.[3]

Initial success

The program achieved initial success by encouraging farmers to plant new “Miracle Rice” (IR8) variety of rice which the International Rice Research Institute had been developing since 1962, during the administration of President Carlos P. Garcia.[8]

The program was launched at the time the country was experiencing a shortage of supply on rice and was credited for the launching of the Philippine Green Revolution in 1973 which allowed the country to export rice to other Asian countries.[7] The highlights of its short-lived success happened when the Philippines finally attained self-sufficiency in 1975–1976, and was able to export rice to its neighbors in Asia in 1977–1978. But costly subsidies and failure of many farmers-borrowers to repay the loans led to the program benefiting only 3.7% of the country's small rice farmers by 1980.[9][3]

Problems with the credit scheme

Economists[1] generally acknowledge Masagana 99 to have failed because the supervised credit scheme it offered to farmers proved unsustainable.[1] The program is said to have catered to rich landowners and has been criticized for leaving poor farmers in debt[1] and for having become a vehicle of political patronage.[2][3][4] The program is also said to have benefited big agribusiness and transnational corporations to the detriment of the welfare of peasants.[10]

Negative environmental impact

Aside from the problems of its credit scheme, however, Masagana also had a negative impact on the environment and on traditional agricultural methods. Masagana 99's package of technological interventions in the form of synthetic fertilizers, herbicides, pesticides, and other chemicals imported from other countries.[11] This resulted in the devastation of indigenous plants and animals, and the eradication of certain pest species only led to the dominance of other pests.[3][additional citation(s) needed]

The use of chemicals also depleted the groundwater and saturated rice lands with chemicals, which would eventually lead to lower rice yields.[10] Some farmers also suffered diseases from exposure to pesticides.[10]

Masagana 99 was responsible for convincing the majority of the Philippines' irrigated rice farmers to adopt the use of chemical fertilizers.[12][additional citation(s) needed][10] It also led the Bureau of Plant Industry to focus on chemical fertilizers to eliminate pests such as the rice stemborer because pesticides were cheaper - abandoning a pre-existing Integrated Pest Management approach which used Trichogramma to control stemborer populations.[12]

Discontinuation

National Scientist and former University of the Philippines President Emil Q. Javier notes that by 1980, "Masagana 99 ceased to be of consequence as only 3.7 percent of the small rice farmers were able to borrow."[9] By 1981, the program's problems were apparent enough that Southeast Asian news outlets noted that Masagana 99 and its aquaculture equivalent, Biyayang Dagat, were lacking in funds due to low loan repayment rates.[3] By 1984, the Marcos administration shifted its focus away from Masagana 99 and towards a new program, the Intensified Rice Production Program (IRPP), which like Masagana 99 succeeded in temporarily increasing rice production, but ultimately left its beneficiary-farmers in debt.[3][5]

Aftermath

According to Carlos Dominguez III who was the agriculture secretary under the administration of President Corazon Aquino, the successor of Marcos, from 1987 to 1989, the program caused about 800 rural banks to go bankrupt, never boosted rice production sufficiently for the country to be able to export rice,[13] and left poor farmers in debt, because the program was used as a vehicle of political patronage.

Proposed revival

President Rodrigo Duterte expressed his interest to revive the program in October 2016.[7] The plan met opposition from MASIPAG, a group of farmers and scientists, saying that revival of the program will bring back issues such as debt, replacement of traditional varieties with newer ones, and the promotion of pesticide use which they say will harm animals, farmers and crops and insisted that only large firms benefited from the program. The Department of Agriculture notes that the old variety used in the Masagana 99 program is already phased out and the Masagana 99 can use newer varieties of rice and insists that environmentally friendly pesticides will be promoted under the potentially revived Masagana 99.[6]

El Ministerio de Salud de Uruguay anunció este martes que el país volverá a vacunar a menores de 13 años contra la pandemia de la Covid-19, después de haber sido revocada la sentencia que anulaba la inoculación a dicho grupo etario.

“Se comunicará a la brevedad la reanudación de la campaña en niños de cinco a 13 años”, dijo el ministro Daniel Salinas, quien comunicó la noticia desde sus redes sociales y agregó que “el Tribunal de Apelaciones en lo Civil revocó la sentencia referida a la Vacunación Infantil”.

El pasado 7 de julio el juez subrogante del Tribunal de lo Contencioso Administrativo (TCA), Alejandro Recarey, admitió un amparo en el que se solicitaba detener la vacunación hasta tanto el Gobierno no presentara los contratos legales de las compras de vacunas.

La Justicia uruguaya instó al Gobierno el pasado 4 de julio emitir declaraciones y presentar documentación detallada sobre el proceso de aplicación de las vacunas Pfizer contra la Covid-19 administradas en la nación.

Al mismo tiempo, la Justicia también exigió al Ejecutivo facilitar “la información que obre en su poder, completa y actualizada, acerca de lo que científicamente se sabe –y no se sabe– sobre la efectividad de las rotuladas como vacunas; y sus posibles efectos posteriores a corto, mediano y largo plazo (incluyendo eventuales efectos adversos)”.

Por otra parte, el 25 de julio el Ministerio de salud subrayó que “desde el inicio de la vigilancia se han detectado en nuestro país diversas variantes del virus, siendo la última la Ómicron. Al día de hoy, cuando hay un claro incremento de la movilidad y ante la mayor circulación de nuevas variantes en la región, el grupo reportó la detección de varios sublinajes, además de la ya encontrada BA.2, se encontraron también las subvariantes BA.4, BA.5 y BA.2.12.1 de Ómicron”.

Del 17 al 23 de julio, el último parte publicado sobre la Covid-19, el ente sanitario reportó 1.768 casos activos, y 1.995 nuevos enfermos confirmados, para un acumulado total de 969.803 personas con la enfermedad.

Holy shit… international military tribunals are going to be held in the coming days in Mariupol, Ukraine.

The Russian Embassy in the US put out a statement at 10:47pm this evening, pertaining to the US State Department’s response to upcoming tribunal in Mariupol.

Ahem… excuse me what? The US State Dept are talking about Russian Military tribunals for Nazis?

It was difficult to find but here is the statement from the US State Dept put out today:

“By planning to hold so-called ‘tribunals’ in Russia-controlled Mariupol against Ukraine’s brave defenders, the Kremlin is attempting to deflect responsibility for President Putin’s war of aggression and distract from overwhelming evidence of the atrocities Russian forces have committed in Ukraine.

The planned show trials are illegitimate and a mockery of justice, and we strongly condemn them. All members of Ukraine’s armed forces, including domestic and foreign volunteers incorporated into the armed forces, are entitled to prisoner of war status if they are captured and must be afforded the treatment and protections commensurate with that status, according to the Geneva Conventions.

We call on Moscow to comply with its obligations under international law. The United States will continue to firmly stand with the Ukrainian people as they defend their freedom.”

No way… the Biden Admin are already trying to delegitimize the tribunals because the Russian allegations for these war crimes go all the way up to the top, to include Biden himself for the production of chemical and biological weapons, as well as arming and assisting Nazi Ukrainian forces responsible for war-crimes and atrocities on civilians.

Russian MIL claimed that the US/Ukraine are terrified of the testimony to be given by Ukrainian POWs, because it will further cement and expose the crimes committed by the Kiev and Biden/DNC regimes.

As per usual, the Western media are complete radio silent on this subject, with the exception of Reuters, who puts out their one tiny article about it that doesn’t seem to get circulated. This came out yesterday at 6AM EST, and I don’t know of anyone in the community or the Western world who has mentioned it.

So the international military tribunals are going down in Ukraine, just like Russia said they would. They are trying literal Azov Nazis for crimes against humanity, and the Biden admin don’t like it.

Russia have been extremely transparent in their reporting on Nazi war-crimes and attacks on civilians. While the Liberal Globalist leaders of the West continue to gloss over the fact that they are supporting literal admitted Nazi forces in Ukraine…

Another point of interest is if these are to be true “international military tribunals”, there would need to be multiple countries involved in overseeing the tribunals, and multi-lateral agreement amongst the contributing militaries. So who are the militaries?

I assume today’s Shanghai Cooperation Organization Defense Summit between all the highest ranking Military officials of Eurasia, had something to do with it. They did discuss US war crimes and crimes against humanity today. See my piece on this meeting here.

In conclusion, tribunals are happening whether the West or the UN Rights Office likes it or not. Russia will start with Ukrainian POWs, and work their way up the chain. The reckoning has begun.

I don’t know when, if, or how the top players get involved, but Russia have begun their ascent. We’ve been waiting for Military tribunals for 6 years now. It may not be like we pictured it, but it appears something is finally happening.

ADMIN'S NEGLECT OF AGRI SECTOR PUT FOOD SECURITY AT RISK - SEN. MARCOS

Senator Ferdinand "Bongbong" R. Marcos, Jr. on Wednesday lamented the administration's neglect of the agriculture sector, which not only made life harder for farmers but also meant disruptions in food supply and rising prices.

During an open forum with students of the Universidad de Manila, Marcos tagged agriculture as one of the sectors that the next administration should focus on.

On the same day, the National Food Authority announced that the Philippines will import an additional 250,000 metric tons of rice to beef up the country's stocks in preparation for the drought brought about by El Nino, which is predicted to last until May 2016.

"Every year, we hear bold claims from the government that we will finally achieve rice self-sufficiency. Barely a month later, we will hear reports that we will again be importing rice again, in even greater amounts compared to the previous importations," Marcos noted.

The reason behind the Philippines' food security woes, according to Marcos, is simply the lack of a sound agricultural policy.

For example, Marcos noted the "frightening statistics" he uncovered during Senate hearings of his Committee on Public Works that irrigated areas today has shrunk compared to that in 1986.

"That means since 1986 we have not added anything to our existing irrigation system. Worse, the damaged areas were not repaired and rehabilitated when we all know that the most important factor for farmers to improve their production is sufficient water for irrigation," he stressed.

Likewise, Marcos said the government has abandoned its program of providing crucial support to farmers such as credit facilities, research and development and market information.

In addition to the El Nino phenomenon, Marcos said the administration has done very little in preparing the agricultural sector for the ASEAN (Association of Southeast Asian Nation) integration, which would lift tariffs among member nations.

"This means we now have to compete with our ASEAN neighbors in the regional market and agriculture is one of the biggest sectors in that regional market. Sadly, our cost of production is high and our volume of production is low compared to our neighboring countries," Marcos pointed out.

In terms of rice alone, Marcos said it is a shame that from being a net exporter of rice at one time, the Philippines has now became the biggest rice importer in the world.

"I don't think that's because Filipinos are lazy, or that Filipinos don't know how to grow rice," Marcos said, noting that the many of the best agriculturists in neighboring countries were trained at the University of the Philippines in Los Baños, Laguna.

Marcos said it is imperative for the next administration to craft and implement good policy for the agriculture sector since it serves as the foundation of the economy.

Likewise, he said such a policy is crucial in ensuring food security amid uncertainties.

"If a country cannot feed itself then the country is in a precarious situation," Marcos stressed.

Apart from focusing on the agriculture sector, Marcos said he would prioritize infrastructure and the education sector if were elected to higher office in next year's election.
