Pinoys lament tedious Immigration screening after Alice Guo left Philippines

Dismissed Bamban, Tarlac Mayor Alice Guo has gone missing and the public is not happy about it.

There was a wave of public outrage across social media after Sen. Risa Hontiveros reported that Guo fled the country, with the public pointing fingers at the Bureau of Immigration (BI) and accusing authorities of negligence despite the typically strict enforcement of airport security measures.

Authorities have been on the lookout for the dismissed Bamban mayor after being under scrutiny for links to Philippine offshore gaming operators (POGOs). She has also been linked to human trafficking charges in a POGO compound in Bamban.

Apart from alleged ties to POGOs, Guo made headlines after her citizenship and identity were questioned in a series of Senate hearing because of inconsistencies in her testimonies and documents. She was also accused of being a Chinese spy.

The mayor has since denied allegations against her and evaded the public eye, prompting issuance of arrest warrant against her.

On Wednesday, however, Hontiveros revealed that the fugitive fled the country last month, initially escaping to Kuala Lumpur, Malaysia before reportedly making her way to Singapore and then to Bantam, Indonesia. Hontiveros noted that this was the same day the Senate issued a contempt citation and arrest order against Guo.

“I am now in receipt of information that, in fact, this person was already out of the country on July 18, 2024, to Kuala Lumpur. She entered [Malaysia] 12:17:13 … of July 18…,” Hontiveros said during the Senate plenary session.

The senator also added that Guo’s face was not visible in any CCTV airport footage, which raised suspicion that some authorities had helped her escape the country.

“Who allowed this travesty to happen? Who is responsible for this? Alice Guo could not just have left without getting help from government officials. It’s like we’re fried in our own lard,” she said.

On July 18, BI reported that the names “Alice Guo” and “Guo Hua Ping” have both been placed in the immigration lookout bulletin. Despite this, it appears that Guo managed to leave the country without passing the required immigration checks. Guo Hua Ping is the alleged real name of Guo, according to Hontiveros and Sen. Win Gatchalian.

The development on Guo’s case did not sit well with Filipinos who lamented the stringent screening process being implemented by BI on Philippine passport holders.

Through memes and satirical videos, they juxtaposed the screening process of the BI for ordinary Filipinos and the suspected accommodation to let Guo leave the country.

In a satirical post by content producer PGAG on X (formerly Twitter), the typical Immigration interview process for travelers who are leaving the Philippines was featured.

The scene depicted the usual rigorous procedures until an individual named Guo entered the picture. With just a simple phone call, the process suddenly became effortless for her, showing the perceived disparities in how immigration protocols are enforced.

“Nag GUO GUO GUO na siya papunta sa ibang bansa,” the post read

“A good and proper depiction on how @immigPH worked with criminals by allowing them to go in and out of the country,” an online user said.

Another satirical post by comedian Tuesday Vargas on Facebook echoed the same frustration, emphasizing the strict questioning endured at the Immigration stalls in airports. Meanwhile, for the character depicting Guo, officers appeared to have no further or unnecessary questions, granting her approval easily.

“Babalik naman pala agad eh. Kalma. #alicereadygetsetguo,” her caption read.

Last year, BI made headlines after several travelers missed their flights or were offloaded following lengthy interviews and several document requirements.

This process was pointed out by several Filipinos who cannot help but compare Immigration officers’ rigorous screening of ordinary citizens.

“Pag normal na Pilipino pa[h]irapan pa makaalpas sa immigration eh, grabe ang kaba kapag sumalang na sa immigration pero si Alice Guo parang wala lang eh [HAHAHAH]. Ang matindi r’yan kalat na sa buong bansa yung issue niya pero napalabas pa rin,” an online user shared.

“Buti pa ang isang Alice Guo, hindi hiningan ng yearbook at grad pic ng Bureau of Immigration,” human rights lawyer Chel Diokno said on X.

According to the guidelines on departure formalities for international bound passengers in all airports and seaports in the country, travelers departing the Philippines are subject to primary inspection requiring from them passport, roundtrip ticket, visa when required.

“The Bureau of Immigration shall conduct a secondary inspection of a traveler, when deemed necessary, for the purpose of protecting vulnerable victims of human trafficking and illegal recruitment and other related offenses, through the assessment of the following circumstances,” the guidelines read.

Meanwhile, following the confirmation that Guo illegally fled the country,  Hontiveros on Tuesday called on the Department of Foreign Affairs to cancel Guo’s passport to limit her travels.

The Department of Justice also ordered probe into Guo’s escape.

MANILA, Philippines — The lawyer who notarized dismissed Bamban Mayor Alice Guo’s counter-affidavit and submitted it last week at the Department of Justice (DOJ), maintained that the former mayor personally appeared before him on the night of the notarization last August 14, a provincial prosecutor said on Tuesday.

This is contrary to the Bureau of Immigration’s statement Monday evening that Guo “illegally traveled to Malaysia as early as July.”

Elmer Galicia, the lawyer who notarized Guo’s counter-affidavit seeking the dismissal of her human trafficking complaint, went to the DOJ on Tuesday alongside Bulacan Provincial Prosecutor Sonny Ocampo and Caloocan City Prosecutor Darwin Cañete.

Galicia did not grant media interviews, but Ocampo spoke on his behalf.

“Atty. Elmer Galicia was a former city legal officer of San Jose del Monte City which is also part of the province of Bulacan, kaya nung makita namin kahapon, nalaman namin na there was a news na nagexecute ng counter affidavit si Mayor Alice Guo, sa kanya nagpanotarize, as part of the task force, we tried to get in touch with him para malaman namin kung ano yung veracity o totoong nag appear sa kanya,” Ocampo told reporters in an ambush interview.

With his signature bombast, former Philippine President Rodrigo Duterte told a crowd of cheering supporters in January that his successor was a drug addict. The man who replaced him, Ferdinand "Bongbong" Marcos Jr, shot back, saying the former leader must have hurled the insult in an opioid-fuelled haze.

That was the strongest sign yet of a crack in the alliance that catapulted Mr Marcos to a historic win in 2022. His ally: Vice-President Sara Duterte, the former president's daughter.

From the start, analysts had predicted a divorce between the two most powerful Philippine political dynasties. The likelihood only increased amid public spats and growing differences over political agendas.

And yet splitting up might not be an option for Mr Marcos and Ms Duterte, who sold themselves to voters as the "UniTeam".

Cracks in the alliance

Sara Duterte had been leading opinion polls as a possible presidential candidate when she announced in 2021 that she was running for the vice-presidency.

Her father made his displeasure clear. She was seen as his political heir - she was the mayor of Davao City, a post Mr Duterte held for many years before he became president in 2016.

But her alliance with Mr Marcos, the son of the disgraced former Philippine dictator Ferdinand Marcos, did not surprise analysts. They said both candidates risked defeat by splitting their support - hers in the south, his in the north - if they ran against each other. Together, they united their respective strongholds and won a clear majority.

Many expect Ms Duterte to run for president in 2028. The constitution bars Mr Marcos from seeking a second six-year term - a restriction that he is trying to remove, the Dutertes allege.

Mr Marcos says he supports reforms that will ease rules for foreign businesses, drawing more investment and jobs to the South East Asian nation of 100 million people. But his critics say it is a "sinister" ploy to usher in political changes that will allow him to run for the top job again. The fact that the term-limit was imposed in 1986, after his father was ousted from power by a popular revolt, has only added to the chorus of protest.

But this is not the only source of contention. Mr Marcos has made comments that appeared to be critical of Mr Duterte's violent war on drugs that claimed thousands of lives and turned him into an international pariah. Rights groups say killings have continued, but police say there have been fewer of them under the new president.

Mr Marcos has also embraced the US, reversing his predecessor's pivot to Beijing. He has granted American troops wider access to military bases, scaled up annual military drills and has used the Philippines' strategic position in the Pacific to shore up support not just from Washington, but also Japan. And he hasn't backed down from a deadly cat-and-mouse game with the Chinese in disputed waters.

Mr Duterte, on the other hand, had refused to even invoke the Philippines' victory in an international tribunal against Beijing's South China Sea claims during his term. He sought closer ties with China, partly in response to the condemnation from the West over his drug war.

There were smaller spats too. Ms Duterte was appointed the education minister in the Marcos government, despite publicly saying she wanted to be the secretary of defence. She said she accepted it to avoid any talk of a rift. She was heavily scrutinised by parliament last year over her request for millions of pesos in "confidential funds" - discretionary spending that government agencies are allowed. Then Mr Marcos' allies cut her discretionary budget, a move that was both embarrassing and infuriating.

A high-stakes soap opera

Through all this, the two have avoided attacking each other directly - perhaps signalling a united front for now. But others on either side clearly want the upper hand in the court of public opinion, says political scientist Cleve Arguelles, president of polling firm WR Numero.

In April, after the two leaders accused each other of being drug addicts, First Lady Liza Araneta-Marcos sat down for a candid interview on YouTube.

She said she was "hurt" that Sara Duterte did not intervene when her father called the president a "junkie". In a swift video reply, Ms Duterte said the first lady's "personal feelings" were not part of her job.

Mrs Marcos has never discussed politics publicly. This surprising interview was an attempt to "beat the Dutertes at their own game", Mr Arguelles says.

She cannot match Mr Duterte's shocking comments - he's notorious for sexist remarks, cursing at Pope Francis and former US president Barack Obama. But she can and did invoke a soap opera character that is reviled yet watched by millions of Filipinos - the traitor.

"The first lady is trying to use emotions rather than framing it in other ways. We have notions of treachery, the family being hurt," Mr Arguelles said. "It's like a soap opera."

He says it's very different to the Dutertes, who are "masters of... very public criticism".

Mr Duterte has routinely criticised Mr Marcos for being a "weak" leader - a message now echoed by his son Sebastian, the mayor of Davao City, who has even called on the president to resign.

"The Marcoses are forced to respond. Otherwise, they'll be left behind," Mr Arguelles says.

For Ms Duterte, abandoning the alliance now means being shut out of government. It could also open her father to prosecution in the Philippines and abroad over allegations of hundreds of suspected drug users being killed by police during his term. Mr Marcos' current position is that the International Criminal Court has no authority to investigate Mr Duterte.

It could also hurt her chances in 2028. Filipino voters don't like to see their president and vice-president fighting, Mr Arguelles said. The last two VPs lost their presidential bids after falling out with the presidents they ran alongside.

"There's a practical necessity for them to stay together," he adds until the mid-terms in 2026, which will serve as a referendum on the incumbents. Both sides will be hoping to win the parliament and local bodies, which will boost their respective political agendas.

"If they are divided, they're going to be really vulnerable," Mr Arguelles said. "It's going to be anybody's ball game."

MOSCOW, August 19. /TASS/. Moscow will provide assistance to any foreigners who want to escape the neoliberal ideals being put forward in their countries and move to Russia, where traditional values reign supreme, according to a decree signed by President Vladimir Putin.

Under the document, such foreign nationals will have the right to apply for temporary residence in Russia "outside the quota approved by the Russian government and without providing documents confirming their knowledge of the Russian language, Russian history and basic laws."

Applications may be based on the rejection of their countries’ policies "aimed at imposing destructive neoliberal ideals on people, which run counter to traditional Russian spiritual and moral values."

The values are listed in the foundations of Russia’s state policy in this field, while the Russian government is expected to compile a list of countries imposing unhealthy attitudes on their citizens. The Foreign Ministry has been instructed to start issuing three-month visas to such applicants as early as in September.

In February, Putin supported the idea of Italian student Irene Cecchini that Russia should ease entry rules for those who share traditional cultural and family values. The head of state agreed that each case requires an individual approach.

Russia is floating an idea to build a village for hundreds of American and Canadian families who want to run away from the cultural climate in North America.

The village, slated for construction in Moscow's suburbs in 2024, is meant for conservative families who want to "emigrate for ideological reasons," said immigration lawyer Timur Beslangurov on Thursday, according to RIA Novosti.

Around 200 families have expressed interest in the project, Beslangurov said in a speech at a legal forum in St. Petersburg, the state outlet reported.

Many of these families don't have Russian roots but are tired of "the inculcation of radical values" in the US and Canada, Beslangurov said.

"Today, they have 70 genders, it is not known what will happen next," he added, per RIA Novosti. The same rhetoric has been used frequently by Russian Vladimir Putin as US-Russia relations worsened over the last several years. In December 2021, he compared gender nonconformity to the COVID-19 pandemic.

Most of the expats who want to move to the village are Catholics and "strongly believe in the prediction that Russia will remain the only Christian country in the world," Beslangurov said.

The village project has been greenlit by authorities, and the new settlers will pay for the construction, Beslangurov added, per state media.

Insider could not independently verify Beslangurov's claims. When contacted by Insider, the lawyer said the project is in the works, but declined to share further details.

The Russian Foreign Ministry did not immediately respond to Insider's request for comment sent outside regular business hours.

Putin has, in recent years, sought to portray Russia as a country that stands for "traditional" moral, social, and religious values.

He signed a decree in September that warned of a "battle for cultural supremacy" on the global stage and cautioned of "the aggressive imposition of neoliberal views by a number of states."

It said Russia was in a "unique position" to defend and spread conservative views, which the decree called "traditional Russian moral and religious values."

The village project also comes as Moscow's war on Ukraine and resulting international sanctions have sullied Russia's reputation among tourists and expatriates. In February, tourism agencies reported business slumping lower than pre-pandemic levels since the invasion began.

The Federal Security Service, however, claimed on May 3 that more foreigners are entering the country this year. The influx of foreign citizens to Russia increased by 17.6% in the first quarter of 2023 compared to the same time period in 2022, it said.

People from China and Central Asian nations, such as Uzbekistan and Kazakhstan, contributed to the most significant increases in trips to Russia, the state agency added.

Russian President Vladimir Putin has announced a new initiative aimed at welcoming foreign nationals who seek refuge from what he describes as "neoliberal ideals" in their home countries.


The policy, reported by the Russian state media agency TASS, offers temporary asylum and residence to those who align with traditional values, as defined by the Russian government.


Putin's decree allows foreign nationals who wish to "escape neoliberal ideals" to apply for residence in Russia. The policy is framed as providing "humanitarian support" for individuals fleeing cultural shifts perceived as negative and attracting those who embrace conservative values.


Under the new directive, foreign nationals will be eligible to apply for three-month visas "outside the quota approved by the Russian government and without the need to provide documentation proving their knowledge of the Russian language, Russian history, or basic laws."


Residence applications can be based on the applicant's rejection of their home country's policies, which Russia claims are "aimed at imposing destructive neoliberal ideals that run counter to traditional Russian spiritual and moral values."


This move follows recent comments by Putin, in which he instructed his government to develop a program to promote "traditional Russian spiritual and moral values" abroad. The Russian president has frequently criticized Western nations, labeling them "satanic" and accusing them of rejecting "moral norms," particularly in the context of debates surrounding gender identity and children's access to sex change surgeries.


The new asylum policy is part of Russia's broader strategy to attract conservative Westerners. Last year, Russian officials announced plans to construct a "migrant village" for conservative American and Canadian expatriates.


Timur Beslangurov, a migration lawyer at Moscow’s VISTA Foreign Business Support, reported that around 200 families have expressed interest in emigrating to Russia for ideological reasons. “The reason is propaganda of radical values: Today they have 70 genders, and who knows what will come next,” he said.


In recent days, Russian officials have also linked the country’s adherence to traditional values with a supposed immunity to the infectious viral disease mpox, also known as monkeypox.


Last week, the World Health Organization (WHO) declared mpox a global health emergency following an outbreak in Africa and a confirmed case in Sweden. The WHO has advised that the virus primarily affects “men who have sex with men.”


Russian authorities are expected to begin issuing three-month visas to asylum applicants starting in September. Moscow is also reportedly working on a list of countries it claims are imposing unhealthy values on its citizens.

Russia, in many ways an authoritarian state, has designated itself as a "safe haven" for citizens of Western countries looking to escape "destructive neoliberal ideas."

Russian President Vladimir Putin signed a decree that Moscow would assist any foreign nationals wanting to apply for temporary residence in Russia "outside the quota approved by the Russian government and without providing documents confirming their knowledge of the Russian language, Russian history, and basic laws," Russian state media reported Monday.

People interested in temporary residency may apply for visas through a simplified and expedited process. Russia is expected to begin issuing three-month visas as early as next month.

Applicants can request residency based on the rejection of what the decree describes as their home countries' "destructive neoliberal ideals," which it says differ from "traditional Russian spiritual and moral values." Russia is expected to produce a list of which countries are included in this exception, TASS said in its report on the new decree.

Praise for Russia has been a common occurrence among some prominent figures on the right, including former President Donald Trump, who has often spoken positively about Putin. Others have parroted Russian talking points, while others have celebrated some elements of Russian society.

In February, after giving the Russian leader a platform to spread misinformation about the war in Ukraine, the former Fox News personality Tucker Carlson went on to praise aspects of Russian society, calling it "shocking" and "disturbing" how much "nicer" Moscow was than any city in the US. He said his position was still pro-America, though.

Others influential in the online space have also shown varying degrees of admiration for Russian society as Putin tries to condemn Western ideals and to present Russia as a place where, as Russian state media said, "traditional values reign supreme."

Rhetoric of this nature has shown up in the Russian leader's speeches. In 2022, Putin criticized the West as "satanic," arguing that it had rejected "moral norms" and "traditional" values. And in his Victory Day speech in 2023, he attacked "Western globalist elites" for what he said was the destruction of "family and traditional values ​​that make a person human."

Russia's new visa policies appear rooted in this kind of thinking.

Google's former chief executive, Eric Schmidt, said he is now a 'licensed arms dealer' because he wants to help Ukraine access AI that could help it fight against Russia's ongoing invasion.

At a lecture at Stanford University in April, Schmidt said he is working on a company with Udacity CEO Sebastian Thrun that will "use AI in complicated, powerful ways for these essentially robotic wars." The lecture, which Stanford posted to its YouTube channel last week, quickly went viral. It has since been taken down.

"Watching the Russians use tanks to destroy apartment buildings with little old ladies and kids just drove me crazy," Schmidt said during the lecture.

The startup, called White Stork, is working to mass-produce drones that could use AI to identify targets. Schmidt previously chaired the National Security Commission on Artificial Intelligence for several years. He was Google's CEO from 2001 to 2011.

Schmidt said White Stork has two goals: building complicated AI robots and lowering costs. By lowering the cost of the robots, Schmidt says the need for ground battles with tanks and other artillery could be "eliminated."

He said that with "the support of the governments," the drones would go "straight into Ukraine" and "fight the war."s hold AI Task Force meeting

"Because of the way the system works, I am now a licensed arms dealer," Schmidt said. "A computer scientist, businessman, arms dealer."

"I do not recommend this in your career path, I'd stick with AI," he added.
