The U.S. military helped train a "small number" of the Colombian
suspects who have been arrested in connection with the assassination of Haitian President Jovenel Moïse, a Pentagon spokesman said Thursday.

participated in past U.S. military training and education programs while
serving as active members of the Colombian Military Forces,” Lt. Col.

the 13 Colombians left the military between 2018 and 2020.

that Senator Manny Pacquiao, ironically the acting party president, is
no longer his ally.
Pacquiao had apparently pissed off Duterte when the senator made comments about corruption under the present government in a recent interview with Radyo 5.
Pacquiao said on June 22 that should he ultimately decide to run for
president in 2022, he would declare a “war against corruption.”
An irked Duterte dared Pacquiao on Monday, June 28, to name these
corrupt officials, or else he would campaign against the boxing champ.
“Go to Congress and start talking,” Duterte told Pacquiao in his
weekly public address. “If you will fail to do that, I will campaign
against you, because you are not doing your duty. Do it, because if you
will not, I will just tell the people, ‘Do not vote for Pacquiao because
he is a liar.’”
In a press conference on Tuesday, June 29, Presidential Spokesperson
Harry Roque said, “I think it’s rather obvious that the relationship
between the President and Senator Pacquiao is not as cordial as it
was.”
Duterte’s scathing remarks were a huge blow to Pacquiao, whose authority as acting leader of the President’s party is now being challenged by a faction led by vice chairman Alfonso Cusi, Duterte’s energy secretary.

Pacquiao has long been requesting to sit down with Duterte to help

appointments with Pacquiao in the President’s schedule.

Battle of factions
The Philippines’ ruling party, PDP-Laban, was Duterte’s political
vehicle in the 2016 elections. What was once a small party rapidly
expanded to a 100,000-strong membership as the former Davao City mayor
rose to the presidency.
But cracks in PDP-Laban started brewing over a year before the 2019 midterm elections, when the party first struggled for stability and survivalfollowing infighting among factions and the external threat from presidential daughter Sara Duterte’s Hugpong ng Pagbabago.
The battle went all the way to the Supreme Court,
which ultimately decided that the faction led at the time by Senator
Aquilino “Koko” Pimentel III was the legitimate representation of
PDP-Laban.
Koko is the son of the late senator Aquilino “Nene” Pimentel Jr., the
man who founded PDP-Laban in 1982 to help fight the dictatorship of
Ferdinand Marcos. The younger Pimentel is now on the side of Pacquiao,
whom he allowed to replace him as PDP-Laban president in December 2020.
Before this, Pimentel had appointed Pacquiao as campaign manager for
PDP-Laban’s senatorial slate in the 2019 midterm elections.
Now, not only is Duterte abandoning his former ally Pacquiao. The
President is also making it clear that he is siding with the Cusi
faction in PDP-Laban instead of the side led by Pimentel and Pacquiao.

There are now rumblings that some members of the party are planning to oust Pacquiao as acting president.
There will be a PDP-Laban national assembly on July 17, which many
suspect would be the day Pacquiao’s enemies within the party would boot
him out.
Pimentel has so far remained on Pacquiao’s side, telling Cusi is
better off doing his job as a Cabinet official instead of being
preoccupied with party politics.
He also slammed party members in the Cusi faction, questioning their loyalty to PDP-Laban.
“Secretary Cusi should not rush ‘party meetings’ and should instead
focus on and make sure the attendees are people who are
‘real/authentic/genuine’ party members and not those who simply had
themselves identified with PDP Laban, but whose ‘heart/loyalty’ belongs
to some other existing political party. [They are] just waiting for and
wanting PDP-Laban to implode and after the 2022 elections, will just
wave ‘bye bye’ to the party,” Pimentel said in a message shared to
reporters.
Meanwhile, the Cusi faction seems to be doing everything it can to
curry Duterte’s favor. During the national council meeting in Cebu City
that Pacquiao had tried but failed to stop in May, PDP-Laban members adopted a resolution pushing Duterte to seek the vice presidency in 2022.

The party members even said they would give Duterte a free hand in
choosing the presidential candidate he would run alongside, even if the
candidate was not a party member.

This was in sync with Duterte’s remarks on Monday night, when he said
he is mulling to run for vice president because there were “things” he
would like to continue when his term as chief executive ends in 2022.
The continuity of these plans rests on whoever would become his successor.

– are Italian voters’ most preferred. Overall, four of the five parties
with the highest share of electoral support are populist.
This is nothing new. Electoral support for populist parties has been
rising since the breakdown of the former party system in the early
1990s. The aggregate proportion of votes for populists increased from
30% in the general election of 1994 to almost 70% in 2018. No other major West European democracy has witnessed such levels of support for populists.

Why is Italy ‘more populist’? The answer lies in a combination of
widespread anti-institutional and anti-party sentiments, and the
strategic response of party leaders.
The deep roots of populism in Italian society
Economic and political crises help explain circumscribed populist outbreaks.
Yet they fall short in accounting for the pronounced and persistent
inclination of the Italian electorate to vote for populists. The demand
for populism in Italy derives from the traditional mistrust towards
politics of Italian society. This makes Italian voters more likely to vote for populists.

Such a tradition of disaffection has its roots in the formation of
the unitary state of 1861. Following this, the Catholic Church and large
sectors of southern elites took a firm position against the new polity
and its elites. The original lack of legitimacy of the new state and its institutional weakness initially nurtured anti-institutional and anti-political sentiments in the population. Fascism simply fanned the flames.
In democracy, party leaders develop policy programmes and political
discourses to maximise voters’ support. Given societal predilections for
populism, Italian political leaders have used populist messages as a
strategic way to get votes.
These organisations were rooted in society and, in the absence of
strong political institutions, gave legitimacy to the Italian political
system. When the party system effectively collapsed in the early 1990s,
the populist market opened up.
In the immediate aftermath of the Second World War, only two minor
populist parties gained representation in parliament. These were the
Common Man’s Front and the People’s Monarchist Party.
Meanwhile, in the early 1990s, the Italian party system broke down. Around this time, the birth of the so-called Second Republic resulted in six significant populist parties entering parliament.
The Northern League (later the League), The Network, Forza Italia
(later the People of Freedom), Italy of Values, the 5-Star Movement, and
the Brothers of Italy – all these parties have promoted, to varying
degrees, anti-elitism, people-centrism and anti-institutionalism.

Different populist variants in different territorial settings
The rise of Italian populism also followed the breakdown of traditional, territorial political differences which had shaped postwar electoral outcomes. In fact, three voter types
– ‘of belonging’, ‘of opinion’, and ‘of patronage’ – characterised
distinct portions of the territory during the postwar period.
Geographical macro-areas of voting in Italy, 1946–2018
Despite the deep changes in voting from the 1990s onwards, these geographical macro-areas
have continued to shape voting patterns. At the 2018 general election,
for example, the North voted mostly for the centre-right coalition. The
South voted overwhelmingly for the 5-Star Movement, while the former
‘red belt’ (traditionally left wing) shrank further. The Democratic
Party won only in the regions of Trentino-Alto Adige / South Tyrol and
Tuscany.
In response to these territorial political differences, Italian
populist parties have differentiated their populist discourses. In so
doing, they have effectively created three main types of populism:
plebiscitary, technocratic and identity:
The electoral success of parties of the same type has appeared to
depend on territorial variations and ideological orientations.
Technocratic populists have adopted centrist positions. We can associate
the other two types with (radical) right-wing positions.
In general, populist parties have occupied the political space left
empty by the dissolution of pre-1990s governing parties. Technocratic
populism has been characterised by a balanced distribution of votes
between North and South; plebiscitary populism has received more votes
in the South; identity populism has been particularly successful in the
North.
Populism for all
We should understand the exceptionally high support for populism and
the existence of a variety of populist parties in Italy as the
consequence of anti-institutional sentiments within Italian society. The
roots of this sentiment lie in the formation of the unitary state.

a recent tweet, Tech mogul Elon Musk supported colonisation of Mars,
saying population collapse is a big problem on Earth and as
the population of Mars is zero, it needs people.
Elon
Musk tweeted, “I’m trying to set a good example! Population collapse is
a much bigger problem than people realize and that’s just for
Earth. Mars has a great need for people, seeing as population is
currently zero. Humans are the custodians of other life on Earth. Let us
bring life to Mars!”
Musk has been advocating Mars’ colonisation for a long time, even
with a set deadline and plan of action. The Tesla CEO’s tweet was in
response to a post shared by a Twitter handle titled ‘Tesla Owners of
the East Bay’.
Bringing the problem of ‘population collapse’ on the fore, the fan
club handle had tweeted how it is upon earth to solve it with reducing
the birth rate in the world.
On the microblogging site, the club wrote, “Population collapse could
be upon us, but we appreciate that you good sir are still making
tangible efforts to stave it off." Musk, who is father of
seven children, said that he is trying to set a good example.
