Every July 11, I always remember that on this day in 1985 Redemptorist priest Fr. Rudy Romano was forcibly taken by armed men while riding his motorcycle in Labangon, Cebu City. On the same day student activist Rolan Levi Ybanez also involuntarily disappeared in Sanciangco St., Cebu City. Local and international interventions to demand their return proved futile. 

Asked about his last recollection of Fr. Rudy, Reverend Father Ramon Fruto, who served as the vicar to the Vice-Provincial Superior of the Redemptorists in Visayas and Mindanao and who later became the Vice-Provincial Superior, recalled: “My fellow Redemptorist priest, Fr. Rudy Romano, was fixing the lock of one of our doors in our Cebu monastery when I last chatted with him on July 11, 1985. Before he could finish this task, he got a phone call that he was needed at a meeting. He left at once. I presumed that the meeting had to do with another of his tasks of ‘fixing,’ this time not some lock but some obstacles hindering the progress of society.

“Fr. Rudy was not just an amateur mechanic, but by profession, a missionary sent to bring good news to the poor.  He left on his motorcycle. That was the last time I saw him. When he did not appear for Mass, we got worried, for he never missed Mass. On inquiry, we found out that at an intersection along his route, he had been stopped by a group of men, forced into a car and carried off to a place we knew not where.”

Etched in my memory was my personal experience of being part of a mass arrest of protesters in front of Camp Sergio Osmena in Cebu City.  We were demanding the release of Fr. Rudy and Rolan Levi.  Together with my colleagues in the Visayas Secretariat of Social Action and many other activists, I was arrested and brought to Camp Sotero Cabahug in Cebu City.  We were released around 1am when the late Ricardo Cardinal Vidal intervened.  Every day, we joined huge rallies for more than two months to demand the release of Fr. Rudy and Rolan Levi. But our collective efforts miserably failed to surface the two human rights defenders, whose noble intention was to work hard to heal society of its ills. 

These two cases of enforced disappearances, which to this date remain unresolved, occurred against the catastrophic landscape of harsh repression during the Marcos dictatorship. 

With the election of Ferdinand “Bongbong” Marcos Jr., the Philippines has just entered a new era of its history 50 years after the imposition of martial law by the late dictator Ferdinand Marcos Senior.  On the eve of the 37th anniversary of Rolan Levi’s enforced disappearance, his brother Xcy Ybanez reflected:

“Since Ferdinand Marcos Sr., there have already been many presidents from Corazon Aquino to Rodrigo Duterte.  There has never been any thorough investigation to identify the perpetrators and hold them accountable for violating human rights.  All the more, we did not hope that Duterte could give justice to victims of human rights violations because of his anti-human rights policy.  Now Ferdinand Marcos Jr. is the president, we have all the more lost hope that we can attain justice for the disappearance of Levi and many other victims.”

Fr. Rudy and Rolan Levi are among hundreds of desaparecidos who disappeared during the dark years of martial law and sadly during succeeding administrations.  Victims of enforced disappearance, the cruelest form of human rights violation, both are a testament to the tyranny of the dark years of the Marcos regime.  Their tragic stories are a stark contrast to the so-called “golden years of peace and prosperity” of the Marcos-imposed authoritarian rule.

“These well-documented cases of Fr. Rudy and Rolan Levi are concrete evidence of the violations of human rights during Marcos’ rule. What happened to real people is not hearsay. These are true stories that should never be forgotten and should never be repeated,” Christian Buenafe, O'Carm said.

It has been 11 days since Marcos Jr. assumed the presidency on June 30 at the National Museum of Fine Arts.   Just a few hours prior to his oathtaking, another oathtaking of a thousand martial law survivors at the Monument of Heroes was conducted.  The names of Fr. Rudy and Rolan Levi are among the hundreds inscribed on the Wall of Remembrance within the huge compound of the Monument of Heroes. 

The first-ever face-to-face gathering that I attended since the start of the pandemic, the event was a reunion of martial law survivors — both the victims and those who fought hard for the restoration of democracy.  

Led by two martial law survivors, former member of the House of Representatives and former chairperson of the Commission on Human Rights Loretta Ann Rosales and renowned playwright, screenwriter and filmmaker Bonifacio Ilagan, the martial law survivors made the following vow: 

“We who fought during the Marcos dictatorship from 1972 to 1986, along with our allies, in response to the Marcos forces to distort Philippine history, confirm that the so-called golden years of the reign of Ferdinand Marcos Sr. were the darkest years in contemporary Philippine history.

“We now declare our position that sitting as president will not absolve you [Marcos Jr.] of historical responsibility; that the Marcos family must admit the robbery committed and must return what was stolen to proper authorities and that unity is based on justice; that the incumbent president must recognize the bitterness that martial law inflicted on the victims, on those killed and on all those who sacrificed — those who have already died and those who are still here on the face of the earth.

“So, on this day, we who have suffered and survived the repression and violence of martial law vow to continue to sacrifice our lives to destroy the distortions and lies that have been widely created and spread in favor of the candidacy of Ferdinand Marcos Jr.”

The oath ended with a pledge to block all attempts to distort history and with a prayer for guidance from the Almighty.  An almost vanishing generation, the survivors of martial law have passed the torch to the younger generation who were bequeathed the responsibility of continuing the struggle they had started.  If the devastation of martial law declared by the dictator Ferdinand Marcos Sr. 50 years ago continues to affect the lives of millions, the next six years or longer are feared to further bring down the Philippines to utter perdition.

On my way home, I could hear the proclamation speech of Marcos Jr. Claiming to have the biggest political mandate ever in Philippine democracy, president Marcos Jr. stated: “By your vote, you rejected the politics of division.” He repeatedly uttered the word unity in his speech, stating that he listened to the people’s voices calling for unity, unity, unity.

“I am here not to talk about the past.  I am here to tell you about your future.  A future of sufficiency, even plenty of readily available ways and means to get things done that need doing — by you, by me.  We do not look back, but ahead. Up the road that we must take to a place better than the one we lost in the pandemic,” he said.

The promise of a bright future with a deliberate intention to obliterate the past ignores the sufferings of victims of human rights violations, like Fr. Rudy and Rolan Levi and their families. Memory has a special place at the core of justice. It is society's duty to keep victims of human rights violations from the oblivion of forgetting. Truth, memory and justice go together. With the first official presidential speech opting to forget the dark night of repression and resistance, enforced disappearances like that of Fr. Rudy and Rolan Levi, and other equally abominable forms of human rights violations are doomed to be repeated. 

In his speech, Marcos Jr. selectively mentioned the past — the so-called glorious past.  “My father built more and better roads. Produced more rice than all administrations before his. President Rodrigo Duterte built more and better than all the succeeding administrations succeeding my father’s.” 

No matter how colorfully the Marcos administration manicures the dark night of martial law through historical distortion, martial law survivors are strong in their resolve to tell their stories so that the generations of tomorrow will never endure the same sufferings that they experienced.  Xzy Ybanez is committed to continuing the search for truth and justice for the enforced disappearance of his brother. And so do many other survivors of a very dark part of our history that should never ever be repeated.

Today, it has been 37 long years of searching, struggling and praying that one day, truth and justice about Fr. Rudy and Rolan Levi’s enforced disappearances will emerge victorious. 

Fr. Fruto, in his reflection on today’s anniversary of his brother priest's disappearance further shared: “As Redemptorists, we are called to continue the Redeemer’s work of evangelizing, of bringing good news to the poor.

"Fr. Rudy knew that the poor of today are not just poor because they lack the basic needs of life. They are poor because they are deprived, and deprived because they live under oppression. This realization is echoed in the Church’s encyclical, Gaudium et Spes, in the documents of the Latin American Church and the Asian Bishops’ Conference, and in our own Second Plenary Council’s Acta. This is the spirit that animated and inspired Fr. Rudy to take the side of the poor, deprived and oppressed at great risk to his personal safety under an oppressive martial law regime.”

Fr. Rudy, Rolan Levi and many other desaparecidos dreamed and worked for a society free from poverty and injustice.  Wherever they are now, with many other heroes and martyrs, their hearts must be bleeding to see a Philippines whose present leaders admit nothing of the wrongs committed to society during martial law. Such admission is a basic step to dignifying the victims of atrocities. Without admission, remorse is impossible. Without remorse, there can be no genuine reconciliation. Thus, the repeated call for unity can never be forced.

In the present context of Philippine history, paying tribute to Fr. Rudy, Rolan Levi and thousands of other victims of the authoritarian Marcos regime necessitates that, in whatever ways possible, we continue their unfinished journey towards the establishment of God’s Kingdom here on earth.

Cebu Governor Speaks on DILG’s Warning to Arrest Unmasked Persons

Cebu Governor Gwen Garcia asserted that there is no legal basis to arrest persons who are not wearing face masks outdoors in the province.

It is more than two (2) years now since the pandemic started. In the Philippines, the people are mandated to wear face masks most especially in public areas as a move to fight the spread of COVID-19.

Amid the easing of the restrictions following the reduced number of cases in the past few months, the mandatory face mask policy in outdoor areas remains. Some local government units (LGUs) have their own consequences for those who will be caught not wearing face masks outdoors.

Recently, amid the easing of cases, Cebu Governor Gwen Garcia released an executive order lifting the mandatory face mask policy in outdoor and well-ventilated areas in the province. She cited that other nations like Singapore did the same.

However, the Department of Health (DOH) and the Department of Interior and Local Government (DILG) were quick to react to the move of the provincial government of Cebu.

The Health Department stressed that the provincial government should have consulted the IATF. As for Interior Secretary Eduardo Año, he does not recognize the E.O. of Garcia and he warned that individuals who will be caught not wearing a face mask may be arrested “if necessary”.

Based on a report on ABS-CBN News, amid the warning of the Interior Secretary, Cebu Governor Gwen Garcia asserted that there is “no legal basis” to arrest unmasked individuals outdoors in the province. She stressed that she already released an order making the wearing of face masks outdoors optional.

In her E.O., Garcia stressed that the wearing of face masks is only mandatory in close and air-conditioned areas. Those who are exhibiting symptoms of COVID-19 are also mandated to wear a face mask even outdoors.

CEBU CITY, Cebu, Philippines — Cebu Gov. Gwendolyn Garcia will not amend her order allowing the optional use of face masks in open and well-ventilated spaces in the province despite an ultimatum given by the Department of the Interior and Local Government (DILG) for her to “rectify” the directive.

The governor said she would stand by her executive order that was later adopted by the provincial board through an ordinance.

“Walang personalan ’to (I have nothing personal against the DILG). I am just acting according to my mandate and I am deciding in accordance with my huge responsibility to the millions of Cebuanos who have entrusted to me their welfare and their benefit,” she said in a press briefing on Friday.

Last week, Interior Secretary Eduardo Año gave the Cebu provincial officials until the weekend to amend the executive order and the ordinance on the optional use of face masks in the province, or they could face charges.

Año repeatedly said that Garcia’s executive order and the ordinance had no legal basis as these contradicted the national policies embodied in the Inter-Agency Task Force for the Management of Emerging Infectious Diseases guidelines, which made mandatory the use of face masks in public places.

‘Let it go’

Garcia, however, said the passage of the ordinance and her executive order were backed by provisions of the Local Government Code that granted provincial governments autonomy in creating laws.

Instead of focusing on Cebu, Garcia said Año should “just let it go” as the latter was going to leave his post in the DILG at the end of June when the new administration of President-elect Ferdinand “Bongbong” Marcos Jr. starts.

Despite the opposing opinions between her and the outgoing secretary, Garcia maintained there was no “bad blood” between her and Año.

“I wouldn’t call that bad blood because bad blood can be infectious,” Garcia said.

President Duterte has conferred the Presidential Merit Award to several Cabinet Secretaries, members of the Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases, and medical experts for their contribution to the country’s fight against the Covid-19 pandemic.

The ceremony occurred at the Rizal Hall in Malacañang on June 16, 2022. It was President Duterte’s third event that day that was not aired live on any social media platforms run by the Presidential Communications Operations Office (PCOO).

In a three-minute clip uploaded to the Facebook page of Radio Television Malacañang (RTVM), President Duterte was seen conferring medals and plaques to medical experts whom the IATF has been consulting in addressing the pandemic.

National Security Adviser Hermogenes Esperon, Energy Secretary Alfonso Cusi, and the President’s long-time aide Senator Bong Go also got recognition.

The Presidential Merit Award is one of the highest awards conferred by a Philippine President to individuals in recognition of their contribution to nation-building.

In a Facebook post, Communications Secretary Martin Andanar said his award was for the contribution of the PCOO and the Office of the Presidential Spokesperson to IATF operations in fighting Covid-19.

“I am dedicating this award to all the men and women of my department who worked hard with me to communicate the government’s message during the most difficult times of the pandemic,” he wrote.

“What a way to end my term. Thank you and Amen, Lord!” he added.

Guardatevi intorno: non c’è bisogno di un governo militare. Il golpe è già stato fatto

Oggi parliamo di un editoriale de La Stampa di Marcello Sorgi. Ha prodotto molto dibattito. Lui diceva che se Draghi se ne va arrivano i militari. In Italia, in Europa, è da decine d’anni che non si parla di questioni di questo genere. L’ultimo tentato Golpe che ebbe un minimo di fondo fu quello del Colonnello Tejero che entrò armi in pugno alle corte spagnole nel 1981. Lì le colonne corazzate del tenente generale Dal Bosch avevano circondato Madrid ma la nascente borghesia spagnola non voleva un’avventura neo-franchista e quindi la cosa si risolse con l’arresto di tutti i congiurati.
La discussione tra Golpe e democrazia e dittatura credo sia molto stringente. Si sentono evocare le parole della libertà, della dittatura. Vorremmo approfondire un secondo.


Dove sta il potere oggi? Sta nella politica? Ma voi pensate che la politica italiana, il Senato, il Parlamento, decidono sulla politica economica italiana? Al massimo decidono su cose laterali, su porti aperti e porti chiusi, sul DDL Zan, ma la grande politica economia e sociale, quella che determina la vita di tutti i giorni, viene decisa altrove, all’estero, dal fondo monetario internazionale, dalla BCE, dall’UE, dalla Nato.
Abbiamo Governi e Parlamenti esautorati dalla questione. Siamo in un Paese dove le multinazionali arrivano, rubano i marchi, sfruttano i lavoratori, prendono i soldi dallo Stato e quando decidono di delocalizzare, licenziano. Non pagano neanche la tasse. Non sono solo straniere queste multinazionali.
Questa è la situazione. Allora vorrei ricordare a Sorgi e a quelli che hanno partecipato a questa discussione sulla dittatura, sul Golpe, sul dopo Draghi… Non hanno bisogno di fare il Golpe militare perché lo hanno già fatto. La libertà in questo Paese non è più nelle mani del popolo ma della finanza, della grande economia che governano al posto della politica.
Non sarà un caso che come Premier abbiamo un banchiere che è stato a capo di banche pubbliche e private.

“Se cade Draghi pronti i colonnelli”: l’ipotesi shock si fa strada sui quotidiani

Oggi mi ha molto turbato un titolo che ho letto sul quotidiano “La Verità”: “Se cade Draghi pronti i colonnelli”. Sottotitolo: “In caso di sfiducia Mattarella potrebbe mettere su un governo elettorale, forse perfino militare”.
In realtà si vocifera così da giorni. Se anche fosse solo una voce, una diceria, è una voce che dobbiamo stroncare sul nascere, condannare con forza e che deve far risuonare in noi molti campanelli d’allarme.

Nella mia ultima inchiesta “Il Diego Rivoluzionario”, ho descritto nei dettagli quanto avvenuto in Argentina nel 1976, con l’arrivo al potere della più sanguinosa delle dittature militari: quella del generale Videla.
Vi assicuro che quella dittatura è iniziata, come tante altre, senza che il popolo se ne rendesse conto. E’ iniziata usando proprio la formula “governo militare di scopo”, per portare avanti quello che chiamavano un “processo di riorganizzazione nazionale” con l’aiuto dei militari.
Videla non è entrato in Argentina con i carri armati, non ha ammassato gli oppositori in uno stadio per trucidarli e non ha ucciso o costretto al suicidio il presidente in carica, così come accaduto nel Cile di Allende ai tempi del golpe di Pinochet.

Quel modo di imporre dittature si era dimostrato fallimentare: troppo rumoroso, troppo plateale.
In Argentina Videla era già a capo dell’esercito. Ha semplicemente estromesso il presidente Isabel Martínez de Perón dicendole che lui non era più il capo dell’esercito in quel momento, ma era l’esercito che comandava il Governo.
Isabelita Perón non è stata uccisa durante il colpo di Stato. Militari nelle strade non se ne videro. Dissero che era “un processo di riorganizzazione”: la frase che oggi è stata sostituita da “big reset”.
I media mondiali furono tutti accondiscendenti, addirittura si giocarono i mondiali del ’78 in Argentina. Quei mondiali avrebbero legittimato la dittatura che intanto torturava i dissidenti politici, i peronisti di sinistra, gli universitari, gli attivisti politici. Tutti giovanissimi, una generazione scomparsa nel nulla. Perché? Perché l’Argentina “doveva riorganizzarsi” in un processo che i media dovevano fingere di non vedere.

Quando dunque usano queste parole, quando propongono questi progetti, drizziamo le antenne. Non devono passare.

Bill Gates-Funded Picnic Grocery Store Burned to Ground in Netherlands Amid Dutch Protests

A grocery facility funded by globalist Bill Gates caught fire in the Netherlands, as Dutch farmers protest against the government’s mandatory carbon-cutting scheme.

Video from Monday night shows the online-only supermarket Picnic facility in Almelo going up in flames.

Picnic, which specializes in delivery services via electric vehicles and reportedly promotes sustainability practices, received €600 million from the Bill & Melinda Gates Foundation Trust last year to expand across Europe.

The fire comes as farmers in the Netherlands have been staging demonstrations protesting the government’s new climate rules that force them to reduce fertilizer use and livestock numbers in purported efforts to cut nitrogen and ammonia emissions.

Political commentator Eva Vlaardingerbroek pointed out the brother of the Dutch Minister who pushed for nitrogen control laws actually owns Picnic, adding the company also markets plant-based meats.

While the official cause of the blaze is as yet unknown, it’s widely speculated the fire may have been caused by arson, with Newsweek claiming farmers suspect Gates may have had a hand in the radical new climate policies.

Almost half of Americans feel like strangers in their own country, a new opinion poll has revealed. It also claims that the majority of people consider their government as a corrupt institution working against them, with more than a quarter saying it may be necessary to take up arms.

The picture of public discontent was revealed by a poll published on Tuesday by the Institute of Politics of the University of Chicago. Two pollsters, one from each major party, surveyed 1,000 registered voters to study divisions in the country.

The results showed a high level of dissatisfaction across political and ideological lines in the US. In total 49% said they increasingly felt like strangers in their homeland, with the mood more prevalent among Republicans, Independents and conservatives. But even Democrats feel the alienation, with 40% agreeing with the sentiment to some degree.

When asked if they considered the government “corrupt and rigged against everyday people like me,” 56% of respondents said they did. Democrats were the only group where the share of people who disagreed with the statement was slightly larger than those who agreed, by a two percentage point margin.

The statement that “it may be necessary at some point soon for citizens to take up arms against the government” was supported by 28% of Americans, including 38% of conservatives, 36% of Republicans, 35% of Independents, and 37% of those who have guns in their homes. Even among self-described soft Democrats, 19% said armed resistance may be necessary.

While supporters of the major parties distrust their government, they don’t like each other much either, the poll suggested. A resounding 73% of Republicans agreed that Democrats were “bullies” trying to impose their views on others, and 70% said Democrats are “generally untruthful.” When Democrats were asked the same two questions about Republicans, 74% and 69% of them agreed respectively.

The divisions however are not yet at a point where people would prefer some form of segregation along political lines, the poll indicated. Americans are overwhelmingly fine with having people from the opposite camp marrying into their families, teaching their kids at school or babysitting for them.

Half of the respondents said the root of the problems with political disagreement in the US is that the other side was “misinformed,” 35% acknowledged that there were just honest differences of opinion.

48% of those polled said news reporters, editors and newscasters were “trying to get their own viewpoint across,” rather than “presenting the facts with as little bias as possible,” a view that was supported by 37%.

Cable news and commenters on social media were perceived as being far more politicized than local news, which 74% trust to report events in good faith. The attitude towards national newspapers like the New York Times was divided across political lines. Just 24% of Republicans perceive them as honest actors, compared to 70% of Democrats.

Ci sono persone che per dire una cosa ci girano intorno all’infinito, senza mai arrivare al punto. Non è il caso di Ugo Mattei, giurista e docente internazionale di diritto, a Torino e in California, fondatore del CNL, il Comitato di Liberazione Nazionale, e della Commissione DuPre, Dubbio e Precauzione, insieme a Massimo Cacciari e a Carlo Freccero.

“Questa è una tirannia”. Tutte le riforme progressiste che sono state realizzate a vantaggio dei cittadini e dei lavoratori nell’ultimo secolo sono state smantellate una ad una, fino ad ottenere un controllo totale da parte del potere, attuato grazie alla società del controllo digitale tecnoassistito. In autunno – e Mattei vorrebbe tanto sbagliarsi – assisteremo ad una tempesta perfetta, la concentrazione degli effetti di tre emergenze che si potevano evitare, ma la cui gestione secondo Mattei non solo è stata sbagliata, ma è stata appositamente studiata perché consentisse di attuare la distopia dell’asservimento totale e definitivo.

Così, l’emergenza sanitaria, quella bellica e quella ambientale, tutte largamente anticipate nei grandi consessi internazionali, dagli scenari delle università americane finanziate da Clinton e Gates fino ai manifesti presentati a Davos. troveranno dopo l’estate il campo ideale di attuazione.

Cosa fare allora se ci chiudessero tutti in casa e impedissero tutte le forme di comunicazione, ad eccezione dei megafoni televisivi? Il controllo sulle telecomunicazioni reso possibile dal mondo digitale consente infatti di tagliare tutti i ponti tra le persone in qualsiasi momento. È assurdo, dite? E se vi avessero detto, solo due anni fa, che vi avrebbero chiusi in casa per mesi, e che un drone vi avrebbe inseguito per strada mentre facevate jogging, ci avreste creduto?

Ecco che entra in scena il CNL di Mattei, che attraverso i Caucus (assemblee spontanee che si tengono in tutte le regioni, le province e le piazze dei comuni italiani) elegge ogni giorno nuovi rappresentanti, con lo scopo di stilare un piano operativo dettagliato da attuare nel caso in cui si verificasse l’apocalisse dei diritti.

Ma sarà uno scontro che vedrà nascere i primi embrioni di una democrazia partecipativa che non vivrà più col ricatto del capitalismo. Dobbiamo costruire queste nuove istituzioni, questo nuovo modo di stare insieme, ma a una condizione: possiamo vincere solo se sapremo essere capaci di sviluppare forme di lotta rigorosamente non violente, trasparenti, libere. I cambiamenti di regime, nell’era tecnologica, non possono più avvenire con i vecchi scontri di piazza”.

Secondo Mattei non c’è più tempo da perdere, non è più il tempo della pazienza, “soprattutto dopo che questo Governo ha messo a repentaglio anche la vita dei nostri bambini. Quando il vaso è colmo, la reazione deve essere tale da portare, se necessario, anche al sacrificio estremo”.
