    Job Description (Roles and Responsibilities)

    The British Embassy in Rome is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for an Army Relations Officer to support the Defence Attaché in strengthening the bilateral relationship between the British and Italian Armies. The Army Relations Officer will: Facilitate bilateral activity as desk officer for the Italy-UK Army and IT-UK Carabinieri relationships; Process clearances for all adventure training, battlefield tours and exercises in Italy by British military personnel; Support the Defence Adviser to Malta as required and act as desk officer for all Malta clearances, including overflights and ship visits; Manage the Defence Section Budget, run the section Imprest Account and ensure compliance with Ministry of Defence (MoD) financial and budgetary requirements.

    Main Duties and Responsibilities:

    • Desk officer for UK-IT Army relationship: first point of contact in the Embassy for British-Italian Army relations;
    • Support preparation for and attend the annual Army Staff Talks, monitoring progress on agreed objectives and identifying areas for potential future collaboration;
    • Work with the British Army Exchange Officer to report to the Defence Attaché on Army related matters;
    • Monitor the Italian press and keep abreast of any developments on Army issues;
    • Desk officer responsible for the Carabinieri relationship, in particular the growing relationship with the Carabinieri Unit for Cultural Property Protection and the Operational Training and Advisory Group (OPTAG) exchange programme;
    • Responsible for staffing and administering UK military personnel conducting Adventure Training in Italy;
    • Responsible for processing all applications to obtain clearance for the annual Italian Military Skills Competitions;
    • Responsible for co-ordinating requests for Battlefield Tours and processing requests for diplomatic clearance;
    • Staff road moves through Italy relating to the British Army, gaining clearance from the relevant Italian Authorities and arranging additional logistic support as required needed (police escort, parking facilities and accommodation);
    • Embassy point of contact for commemorative events. Liaise with the Royal British Legion (RBL), British Regimental Associations, a multitude of Italian Associations and numerous City Councils (Mayors) for Defence Section participation;
    • Co-ordinate the RBL annual Poppy Appeal: ordering poppies and distributing in British associations (Schools, British Council, Churches etc.);
    • Organise the annual Ceremony of Remembrance on 11 November on behalf of the Ambassador, liaising with Commonwealth Embassies, the Commonwealth War Graves Commission and the FCDO;
    • Support the British Officer attending Italian Staff College (ISSMI), requesting a place on the course and notifying the Italian MOD of the name of the chosen student;

    • Desk Officer responsible for processing all applications for Malta as follows:
    • Dealing with all aspects of UK MoD visits to Malta and the production of Note Verbal’s for diplomatic clearance for Royal Navy ship visits, RAF overflights, and exercises, battlefield tours and training by members of the British Armed Forces;
    • Providing administrative support to the Defence Adviser as required;
    • Facilitate Maltese Armed Forces participation on UK courses. Ensure bids for places are made on time, and maintain a log of alumni to foster future relationships with key officers.
    • Budget manager and Cashier responsible for the running of the Defence Section accounts. This will involve forecasts of expenditure, monthly budgetary returns to the MOD in London and the handling of cash and bank transactions, adhering to MOD financial regulations;
    • Undertake Defence Section Duty Officer responsibilities on a regular basis. Involves out of hours working (conducted by phone/laptop);
    • Provide cover for the Defence Relations Officer to ensure business continuity during routine periods of absence, including leave periods;
    • Support wider Defence Section activity as required;
    • Actively participate in corporate activities in the Italy Network.

    Learning and development opportunities:

    • Annual visit to Ministry of Defence in London for budgetary training and updates (may be conducted remotely due to the ongoing pandemic);

    This is a full-time temporary position with a contract of 18 months to cover a maternity leave, graded B3(L) according to the FCO grading structure. The monthly gross salary is Euro 2929,00. The salary is paid monthly 14 times per year including € 10.33 EDR paid 13 times per year, with double salary payments in June and December.     GIS Engineering Technician Support Services:
    • Creates/maintains utility GIS data in the Navy Data Model.
      • Gather existing data from a variety of sources, including text files, drawing in CADD, GIS data, data base tables, graphics, etc. Convert older files, to the standard Navy Data Model.
      • Collect GIS data in the field through direct survey.
      • Attribute utility GIS data to Navy Data Model standards. § Linking GIS data to both property records (via NFA ID) and Maximo (via Maximo Location and Equipment No)
      • Performs QA/QC of data and enforces data standards.
      • Create geo-networked utility data sets.
    • Support installation PWDs, EURAFSWA and LANT PWBL staff by providing o Produce utility maps for the EURAFSWA Region in a variety of formats raging from hard-copy map books to electronic CADD drawings, and by preparing custom maps.
      • Performs analysis throughout the EURASWA Region through site visits, interviews with, and/or discussions among users of existing computer-based databases, review of historical records and/or files and prepares reports of such findings.
      • Provides technical GIS expertise in support of planning programs and initiatives, and coordination and consultation to supported Commands to resolve specific facilities/ utility planning and land use development issues. Incumbent prepares study reports/planning products containing methodology, findings, and recommendations with supporting justification and graphics (also develops, prepares, and presents oral briefings of same)
      • Collects, integrates, and analyses GIS data focusing on the utilities aspect in facility planning applications for site selection, budgeting, and design review.
    • Remains current with Navy and Industry GIS data standards and software applications.
    • Produces GIS products using ArcGIS Desktop applications and extensions.
    • Track updates performed in GIS and iNFADS and provide a monthly report of such updates.
    Utilities Real Property Inventory & Shore Facility Analysis:
    • Enable, monitor, and perform Real Property Inventory Requirements (RPIR) data population and process implementation for those data elements for which PWBL is authoritative data source.
    • Serve as subject matter expert on policies, regulations, and laws governing utilities real property.
    • Direct, monitor, and/or perform iNFADS updates to utilities records.
    • Be a point of contact for utilities property record communications with the NAVFAC LANT real property manager and NAVFAC Information Technology Center (NITC), Port Hueneme, CA.
    • Support AMBL regrading DD Form 1391 and DD Form 1354 project documentation for utility projects in “PWD Reachback” mode of operations.
    • Track support provided to AMBL regarding DD From 1391 and DD Form 1354 project documentation.
    • Provide technical support to PWD utility data editors/owners in the EURAFSWA Region. Assist PWDs to maintain up-to-date core facilities data required for successful planning and project execution to occur.
    Other:
    • Serve as EURAFSWA PWBL UEM subject matter expert for site registry reconciliation to include interfacing between GIS and Asset Management mapping functions.
    • Develops related regulations, position papers, and instructions.
    • Reviews Activity and PWD UEM programs for technical and program management effectiveness; makes reports and offers suggestions for improvement based on findings.
    • Review equipment inventories for accuracy and recommend additions and deletions to inventory lists.
    • Provide support in finding, translating and interpreting host nation technical and safety standards as they apply to performance of work.
    • Complete all training the Government deems necessary.     Geospatial Information System (GIS) Engineering Technicians support services for NAVFAC EURFSWA:

    India, gli "intoccabili" della casta bassa lavorano raccogliendo escrementi umani e vengono trattati come animali

    Lo ricorda, denunciando il fenomeno altamente discriminatorio, un rapporto di Human Rights Watch. Intervistate più di 135 persone, tra cui più di 100 persone attualmente o precedentemente impegnate come spazzini di rifiuti organici umani.     NUOVA DELHI - Il governo indiano dovrebbe impedire la pulizia manuale dei rifiuti umani da parte delle comunità considerate di casta bassa,  assicurandosi che i funzionari locali facciano rispettare le leggi che vietano espressamente questa pratica assurdamente discriminatoria. Lo afferma un rapporto di Human Rights Watch (HRW) pubblicato oggi. Il governo centrale indiano dovrebbe insomma applicare le leggi esistenti ed aiutare i membri della comunità costrette a fare questo lavoro degradante e rischioso anche dal punto di vista igienico a trovare mezzi di sussistenza sostenibili alternativi.

    Minacce, violenze e ritenute sui salari.
    Il rapporto di 96 pagine si intitola "Pulizia manuale dei rifiuti umani, casta e discriminazione in India" e documenta la natura coercitiva di questo lavoro che coinvolge migliaia di persone in tutto il paese che appartengono ai dalit, cioè "gli intoccabili", gli oppressi insomma, gli appartenenti allo strato più basso della rigorosissima piramide castale indiana. In tutto il paese gli "spazzini manuali" addetti alla raccolta giornaliera degli escrementi umani, portarlo via il letame in cestini di canna per lo smaltimento. Le donne di questa casta hanno l'ingrato compito di raccogliere fisicamente gli escrementi, mentre gli uomini fanno la pulizia delle fognature e delle fosse settiche. Il rapporto di HRW descrive anche le minacce e le violenze che queste persone sono costrette a subire, oltre che alle ritenute illegittime sui dalari da parte dei funzionari locali, in caso di inadempienza.

    Trattati come bestie. Nel 2014, HRW ha intervistato più di 135 persone, tra cui più di 100 persone attualmente o precedentemente impegnate come spazzini di rifiuti organici umani, negli stati indiani del Gujarat, Madhya Pradesh, Maharashtra, Rajasthan e Uttar Pradesh. Alle donne che puliscono servizi igienici a secco nelle zone rurali spesso non vengono pagati gli stipendi, ma avanzi di cibo. E' una pratica abituale. Oppure vengono pagate con il grano durante il raccolto, o anche con vecchi vestiti durante i periodi di festa, oltre all'accesso al terreno privato per il pascolo del bestiame e la raccolta di legna da ardere. Nelle zone dell'India in cui vene ancora rigorosamente praticata la regola della "intoccabilità" delle persone appartenenti a caste inferiori, il cibo viene gettato per terra di fronte a loro. Come si fa con i cani.

    Tenuti fuori da tutto. Le autorità locali sono spesso complici della discriminazione nei confronti degli spazzini, afferma il rapporto di Human Rights Watch. Che ha documentato anche casi in cui i Consigli di villaggio o Amministrazioni comunali si sono impegnati nel reclutamento di persone appartenenti alla casta dei dalit per pulire aree di defecazione all'aperto. In aggiunta, chi fa questo lavoro può anche subire discriminazioni in altri aspetti della loro vita, compreso l'accesso all'istruzione, alle fonti d'acqua della comunità, alla casa, al lavoro. HRW ha scoperto che la polizia e le altre autorità non riescono ad agire per i reclami da parte spazzini manuali che sono stati minacciati con la violenza, sfratto e altri reati. "Le persone lavorano come spazzini manuali perché la loro casta è previsto debba avere questo ruolo, sebbene siano in grado di svolgere qualsiasi altro lavoro - ha detto Meenakshi Ganguly, direttore dell'area Sud Asia di Human Rights Watch - questa pratica è considerata una dei peggiori simboli superstiti della intoccabilità, perché rafforza lo stigma sociale che queste caste sono, appunto, intoccabili e perpetua la discriminazione e l'esclusione sociale".

    Le gravi conseguenze per la salute.
    Le violazioni dei diritti subite da persone che praticano il lavaggio manuale delle zone dove si concentrano escrementi umani si rafforzano a vicenda, afferma Human Rights Watch. Avere a che fare ripetutamente con escrementi umani senza protezione può avere gravi conseguenze per la salute, senza contare la nausea costante con mal di testa, malattie respiratorie e della pelle, anemia, diarrea, vomito, ittero, tracoma, e avvelenamento da monossido di carbonio. Queste condizioni sono aggravate dalla malnutrizione diffusa e impossibilità di accedere ai servizi sanitari. Al momento, non ci sono indagini complete governative che rappresentino con precisione il quadro generale del fenomeno. La Corte Suprema dell'India ha comunque confermato che è "evidente come la pratica non accenna affatto a diminuire."

    La violazione della Costituzione. La Costituzione indiana vieta la discriminazione basata sulle caste, pratica nota come "intoccabilità". Nel 2013, il Parlamento indiano ha emanato norme che vietano tutte le pulizie manuali degli escrementi. La legge ha inoltre riconosciuto un obbligo costituzionale di correggere l'ingiustizia storica e l'umiliazione subita da queste comunità, fornendo sostentamento alternativo e altre forme di assistenza. Nel marzo 2014, la Corte Suprema dell'India ha stabilito che pulizia manuale viola il diritto internazionale dei diritti umani. Il giudice ha chiesto un rimedio efficace. Il nuovo governo indiano eletto nel maggio si è impegnato a rispondere alle esigenze delle comunità emarginate in India, ma deve ancora adottare nuove misure per porre fine al lavaggio manuale delle aree dove viene praticata la defecazione all'aperto.

    La feccia è emersa soprattutto sul terreno della politica travestita di populismo: quando vanno al potere gruppi e individui senza alcuna qualifica o formazione, alcun curriculum, alcuna storia e provenienza politica; quando il loro pregio è solo la verginità di esperienze e mestieri, immunità alla cultura, assenza di carriera politica e ruoli significativi nella società; quando uno vale uno, a tutti lo stesso reddito, nomine a sorteggio e Vaffa generale, si può dire che la feccia vada al potere

    Siamo passati dalla Casta alla Feccia; stavamo messi male, siamo finiti peggio. Tredici anni fa due giornalisti del Corriere della sera, Gianantonio Stella e Sergio Rizzo, pubblicavano la Casta, un libro che ebbe largo successo di pubblico e forte incidenza politica. Dove portò quel documentato atto di accusa contro la Casta? All’antipolitica, al populismo, a Beppe Grillo, alla Casaleggio & Associati e al Movimento 5Stelle.

    La denuncia del male propiziò l’avvento del peggio. Chi veicolò quel messaggio anticasta, usando quel libro, pensava a un passaggio di mano dai politici ai tecnici, tramite l’Europa, i magistrati e i protettorati economico-finanziari. Quel messaggio destabilizzante fu sposato dall’establishment per delegittimare la politica e uscire dall’era berlusconiana con un passaggio di mano. Ma il malumore popolare verso la classe politica era di vecchia data e “l’utilizzatore finale” di quella campagna contro la Casta fu il movimento grillino che poi andò al potere.

    Certo, tra la Casta – che indicava più la prassi della Prima repubblica poi ripresa della Seconda – e l’Anticasta del grillismo c’è stato di mezzo il berlusconismo, che fu populismo antipolitico in versione soft (“mi consenta”); ci fu l’alternanza, lo sdoganamento della destra in funzione bipolare e la riduzione della sinistra comunista all’Ulivo di Prodi e al Partito Democratico. Però dopo la parabola berlusconiana, dopo la disastrosa parentesi dei tecnici e la veloce eclissi renziana, siamo arrivati a La Feccia, che potrebbe essere il titolo di una saga sull’era presente della politica, aggravata dal covid.

    Cos’è la feccia? Ãˆ il residuo melmoso che si deposita sui fondi del vino, le sostanze più grevi residue in barile. Nel gergo corrente e figurato indica la parte peggiore della società o di un mondo. Le fasce meno produttive della società, i meno preparati e meno competenti, i detriti di una società, i rimasugli di una categoria.

    La feccia è emersa soprattutto sul terreno della politica travestita di populismo: quando vanno al potere gruppi e individui senza alcuna qualifica o formazione, alcun curriculum, alcuna storia e provenienza politica; quando il loro pregio è solo la verginità di esperienze e mestieri, immunità alla cultura, assenza di carriera politica e ruoli significativi nella società; quando uno vale uno, a tutti lo stesso reddito, nomine a sorteggio e Vaffa generale, si può dire che la feccia vada al potere. La feccia riguarda gran parte dell’attuale classe di governo, inclusi i loro nominati, e alcuni settori dell’opposizione. Non a caso il blocco sociale di riferimento della feccia non è costituito da ceti produttivi, lavoratori o professionisti, operai o commercianti, dipendenti, salariati o partite Iva; ma disoccupati e spostati, il popolo del reddito di cittadinanza. O quelli che furono definiti “scappati di casa”. Dovevano aprire il parlamento come una scatola di tonno: il tonno è sparito, è rimasto il residuo gelatinoso.

    Ma la feccia riguarda anche altri ambiti e denota il degrado delle classi dirigenti: per esempio quel fondo melmoso, tra partigianeria, carrierismo e affarismo che ha portato alla luce nella magistratura il caso Palamara. Lotte di potere, sentenze pilotate, campagne orchestrate, cordate di clan. Quel mondo oscuro delle toghe è il rimasuglio di quel che era la magistratura ai tempi della civiltà giuridica. Ora sentenze politiche, indagini a orologeria, obbiettivi mirati, pressioni di tipo camorristico.

    O altro esempio di feccia, quel sottobosco universitario fondato sugli stessi criteri emersi nella magistratura, in cui si fa carriera, si pubblica, si trovano “padrinati” per logiche, cartelli di appartenenza, affiliazioni di clan in cui il merito, la capacità, gli studi non contano nulla o contano poco; da quel mondo deriva l’attuale presidente del consiglio, non certo dalla tradizione prestigiosa dei giuristi prestati alla politica, come furono i Vassalli e i Giugni, i Rodotà e i Cassese, i Conso e i Bonifacio, solo per citarne alcuni, senza risalire ai padri costituenti. Ora, al tempo della feccia, abbiamo Conte…

    O ancora, il potere mafioso delle organizzazioni culturali e dei gruppi che controllano e determinano i successi e gli insuccessi editoriali, al cinema, in tv. La feccia è pure in quel mondo di sotto che affianca l’odierna politica, ed è cresciuto a sua immagine e somiglianza, per esempio nell’informazione pubblica, e che ne è la prosecuzione nella società civile; o quel mondo in cui si fa carriera per meriti sessuali e omosessuali (le lobbies omosessuali in politica, nelle istituzioni e nell’informazione pubblica sono un’altra rappresentazione della feccia). Se la casta era circondata da faccendieri, la feccia è attorniata da traffichini, versione pezzente dei faccendieri.

    La feccia è pure quel che resta della politica di un tempo, dopo la rottamazione, le scissioni e i ricambi peggiorativi; la feccia è il rimasuglio politico di epoche diverse; se togli alla politica le sue motivazioni alte, le sue giustificazioni più significative, la battaglia contro le ingiustizie sociali ed economiche, se la politica diventa solo gestione e conservazione con ogni mezzo e a prezzo di ogni dignità del potere acquisito, allora anche i residui della politica passata, a partire dalla sinistra di potere, sono la melma rimasta dopo che è finita la stagione delle passioni civili.

    Il tempo della feccia non ha ideologi o intellettuali ma influencer e animatori, non ha esperti e ricercatori ma star e figurini da talk show, non ha eroi, al più vittime, non ha artisti o scrittori che giganteggiano ma palloni gonfiati e posatori. È tempo che qualcuno scriva il seguito a La Casta, o meglio il suo contrappunto. La Feccia.
